In a major reshuffle, State Government issued fresh posting orders of two dozen Indian Police Service (IPS) officers of Chhattisgarh Police on Sunday night, on the third day of Rajyotsav celebrations. The much-awaited and much-hyped reshuffle about which several rumours have been rife over for past more than a month on several social media platforms and forums was finally exercised and executed through an official order issued by Home Department (Police).
 
The reshuffle, however, brought ‘jeers and cheers’ for many IPS officers, who have been desperately waiting for it with their baited breathe. It is pertinent here to mention that the reshuffle affected as many as 3 Additional Director Generals of Police (ADGPs) officer, three Inspector Generals of Police (IGPs) including two Range Police IGs, four Deputy Inspector Generals of Police (DIGs), six District Superintendents of Police (SPs), two Commandants of Chhattisgarh Armed Force (CAG), two Deputy Commandants of CAF and a City Superintendent of Police (CSP) ranked officials. Moreover, the reshuffle also dispersed the unwarranted clouds of rumours regarding allocation of fresh posting to 1988-batch IPS officer, Special Director of General of Police (SDG) Rajinder Kumar Vij, who along with his two batch mates Sanjay Pillay and Mukesh Gupta, were reverted to ADGP rank after State Cabinet cancelled their promotions in September last.
 
As per the orders issued, 1988-batch IPS officer ADG Intelligence, Police Head Quarters (PHQ) Sanjay Pillay has been made Director, Public Prosecution, with additional responsibility of Director, State Judicial Science Laboratory here in Raipur. Similarly, ADG (Training/CAF/SFT/Administration) in PHQ, Ashok Juneja, 1989-batch IPS officer, has been entrusted with additional responsibility ADG (Recruitment/Selection) in PHQ. Pillay and Juneja fresh posting led to replacement of 1992-batch IPS officer ADG Pawan Deo, who has been made Chairman-cum-Managing Director, Police Housing Corporation. Most importantly, the reshuffle saw a major shift of State Government’s interest in 1994-batch IPS officer Himanshu Gupta, who has been made IG (Intelligence). Gupta was Durg Range IG prior to this shuffle. On the other hand, Gupta’s batchmate Shiv Ram Prasad Kalluri, who was allotted prime posting in previous reshuffle after he was made Additional Transport Commissioner (ATC), has been shifted as IG PHQ in Naya Raipur, sans any posting.
 
However, Kalluri’s downsising development has raised several eyebrows in the State Administration, State Police as well as in media circles since Kalluri was made ATC, a prime posting, after he earned a good rapport with the current Congress-ruled State Government led by Chief Minister Bhupesh Baghel. T R Paikra, a 2002 batch-IPS officer, has been made new ATC to replace Kalluri. Yet, this move was quite anticipated and rumours were already doing rounds in the corridors of power and media. Same was anticipated with Pawan Deo, who too had been allocated a low-profile posting i.e. Police Housing Corporation. Another rumour, which finally made to see the light of day in this reshuffle, was posting of 1996-batch IPS officer Vivekananda Sinha as Durg Range IG. Sinha prior to this reshuffle was Range IG of restive Bastar. Similarly, Ratan Dal Dangi, a 2003-batch IPS, serving as DIG Rajnandgaon with Head Quarters in Durg, has been shifted as DIG Rajnandgaon with now Head Quarters in Rajnandgaon. His batch mate and DIG (Naxal Operations) in PHQ Sunderraj P has been made DIG Bastar Range since the incumbent Bastar Range IG has been moved as Durg Range IG.
 
The posting of Sunderraj as DIG Bastar Range is kind of elevation given his experience and expertise in anti-naxal operations for quite sometime. Apropos, Dr Sanjeev Shukla, a 2004-batch IPS and DIG (PHQ) has been given a field posting after a quite sometime. Shukla has been made DIG Kanker Range. Posting of two DIGs in Bastar and Kanker is seen as reinforced measure by State Administration for ensuring effective synergy and coordination to contain Maoist-related violence in southern Chhattisgarh inclusive of Bastar and Kanker. Most importantly, another 2004-batch Ajay Kumar Yadav, also DIG PHQ, has been made SSP Durg. He replaces 2008-batch IPS Prakhar Pandey, who has been transferred as Commandant, 6th Battalion of CAF in Raigarh. It is pertinent again to recall here that the state administration has not been very much pleased with the performance of Durg Police, which failed to control spike in crime rate across the district in past few months, which is home to Chief Minister Dr Bhupesh Baghel and Home Minister Tamradhwaj Sahu.
 
Alike, 2006-batch IPS and Commandant 3rd Battalion in CAF, Amleshwar (Durg) B S Dhruv has been made SP of restive Rajnandgaon district. Dhruv will replace 2008-batch IPS Kamlochan Kashyap, who has been posted in the place of former. In a kind of surprise, Bhagwat Prasad Rajbhanu, a low-profile and lesser-known IPS officer, has been made SP Dhamtari. Rajbhanu replaces 2007-batch IPS officer Balaji Rao Somavar, who has been made Superintendent of Railway Police (SRP). Somawar will take over from 2009-batch IPS officer Milna Kurrey, who has been shifted as AIG in PHQ.
 
In addition to this, the reshuffle also saw posting of Kanker SP K L Dhruv, a 2008-batch IPS officer, as Commandant 10th Battalion of CAF in Surajpur. Moreover, the reshuffle also brought cheers to the faces of fresh IPS officers. Here 2013-batch IPS officer and ADC to Governor Bhojram Patel has been given first independent posting as SP of Kanker district. Alike, Chandra Mohan Singh, a 2014-batch IPS, serving as Deputy Commandant 3rd Battalion of CAF, Amleshwar (Durg), has been made SP Koriya district. Singh will replace IPS officer Vivek Shukla, who has been posted as Commandant 11th Battalion of CAF in Janjgir. Last but not least, 2016-batch IPS officer and CSP Civil Lines in Raipur, Trilok Bansal has been made ADC to Governor.
