DTE clears stand amidst criticism over apathy towards issuing NoC

Department of Technical Education (DTE), Chhattisgarh government, has defended its stand amidst criticism over its alleged lackadaisical attitude towards granting No-objection Certificates (NoC) to the technical institutions of the state.
 
The DTE has also advised the institutions to properly study the Approval Process Handbook (APH) 2019-20 of the DTE, so that the technical institutions stop blaming the DTE without any reason. According to some technical institutions, which did not want to be named fearing the DTE might cause harm to them, they had applied for NoC for reducing seats of some branches as well as abolition of some subjects in the academic session 2019-20. Technical institutions of Chhattisgarh, like institutions of other states, had participated in a meeting convened by All India Council for Technical Education (AICTE) in Bhopal on March 30.
 
The 17 institutions visited Bhopal to attend the meeting on March 30 had to return with empty hands as they had no NoC of the DTE Chhattisgarh on the basis of which they could obtain approval of the AICTE on the courses for the 2019-20, alleged the technical institutions of Chhattisgarh. The technical institutions said that the Chhattisgarh Swami Vivekananda Technical University (CSVTU) had approved their applications seeking closure of some branches and reduction of seats and moved it to the DTE.
 
Talking to The Hitavada, a senior official in the DTE Chhattisgarh, condition of anonymity, said that the technical institutions leveling allegations against DTE should first read the APH thoroughly. It is clearly written in the page 17 of the handbook of the DTE that there is no role of NoC in the reduction of branches or reduction in seats in the technical institutions. NoC is required in case an engineering\technical institute is applying for complete closure or merger with other institute. In case of application seeking complete closure, the DTE will first verify whether the students of the applicant institute are accommodated to other institute and only then NoC can be issued. ‘Students’ future is utmost for us,” said the official. The DTE has received an application from Rawatpura Sarkar Two, Naya Raipur, for complete closure and the application is being examined, said the official.
