PRIME Minister Mr. Narendra Modi’s call for a global conference on terror received a welcome response from France whose Government said that fight against the menace was one of its key priority areas. In some more time, more and more countries will express their willingness to join the conference in order to create an atmosphere of unity against terrorism.
There is every reason to believe that whenever the meet takes place, there will be a surge of world opinion against terrorism as a tool of international politics. It is clear, Mr. Narendra Modi is being hailed as a world leader in the fight against terror. Mr. Modi’s statements in Maldives and Sri Lanka against terrorism gave an appropriate expression to a global concern that grew in intensity following the terror attack on a mosque in Christchurch in New Zealand and a church in Sri Lanka. Realising the dangerous threat terrorism poses to innocent people across the globe, Mr. Modi raised the issue and pushed for a global meet to discuss ways and means to consolidate global unity against terror. The initial response to Mr. Modi’s call for a global conference got good response from France and more nations will follow suit. In the past few years, France has stood by India on issues related to terrorism, including the attempts to have terror mastermind Masood Azhar proscribed by the United Nations Security Council (UNSC). The manner in which four big powers came together to defeat Chinese designs to protect the terrorist, showed how India managed the diplomatic campaign successfully. With Mr. Modi’s ascendence to global leadership on the issue of terror, everybody is realising the widespread threat of the menace to the world.
The attack on the mosque at Christchurch demonstrated that terrorism is one menace that is spreading its dirty tentacles across religious barriers. Mr. Modi was quick to realise the need to mobilise global opinion against terrorism as an immediate step to be taken globally. Though Pakistan is one of the rogue countries spreading terror and using it as a tool in its foreign policy management, the menace has had wider ramifications. Not just Mr. Modi but other international leaders, too, realise the importance of an urgent and cogent response of the world to the challenge.
This is going to be the foundation of the global conference Mr. Modi is talking about. There is no doubt that most countries will join hands in the endeavour. In the past few years, the world has come to regard Pakistan as a Rogue State that has been sponsoring terrorism at many places across the world. There are reasons to suspect that Pakistan is actually working together with other Islamic countries using terror as a tool to promote whatever political goals it may be cherishing.
The massive international migration of refugees from one country to another also indicates how serious the threat has become. For, most migrations are being forced by what is known as the Islamic State. Thus, terrorism has assumed yet another dimension that may disturb the global economic and socio-political balance. Mr. Modi’s idea of a global conference on terror stems from this collective experience that is eager to get expressed at an international platform. Terrorism does not have only the dimension of wanton violence; it demonstrates certain brazenness against the established world order in which peace and harmony are considered most valuable for collective progress. Terrorism militates against that world order. There is no doubt that world order has changed over time, but was never subjected to a forced change terrorism purports to achieve. The proposed conference against terror may become a comprehensive platform against the menace.
