JMC’s Budget Session ends .

Last Budget Session of JMC extended by eight days finally culminated amidst pandemonium when Sumitra Balmiki, Chairperson of JMC, exasperated with persisting disorder in the House, lost her cool and threatened to dissolve the House. JMC Chairperson was repeatedly interrupted by members of the House that prevented her to speak as Speaker of the House making her highly peeved. However, the General Budget was declared unanimously passed by JMC speakers as the important speech of Mayor after the Budget was declared passed was skipped in the House proceedings.
 
Shockingly, in the extended Budget Session, no talks were held on the thrust area of the budget, but was focused on sudden issues. Inadvertently, change of Government in the State showed large impact in the last Budget Session of JMC as members from both ruling and opposition were in state of disarray on the actual proceedings of Budget Session. It is obligatory for the JMC Commissioner, who is Secretary of the House, to remain present during budget. JMC Mayor Dr Swati Godbole, when contacted, expressed her serious distress for the Budget Session of JMC and said, the culmination of the Budget Session was made amidst haste.
 
During the extended session, talks on all other aspects were made except the core of discussion on budget tabled on the floor of the House. We were ready to respond on any issue pertaining to budget but all trivial issues dominated the Budget Session of the House. JMC Speaker Sumitra Balmiki who initiated her optimal efforts to bring order in the House was dejected and said, when there is no hearing, then the House should be dissolved and proposal to implement Commissioner rule should be sent to the State Government. Meanwhile, amidst high drama on the culmination of Budget Session of JMC, the last General Budget on the floor of the House was declared unanimously passed by the JMC Speaker. The sudden culmination of Budget Session after JMC Chairperson declared the budget passed unanimously bewildered members from the opposition and ruling party.
 
The last budget tabled on the floor of House, it is informed, lasted for eight days. And on the culminating day, the budget was declared passed unanimously by the Speaker without taking consent of JMC Mayor. Also that group photograph session of members was also accomplished on the occasion by the JMC Speaker without having taken consent from the Mayor. The abrupt ending of Budget Session of JMC apparently culminates House proceedings. According to information, the General Budget of JMC was passed amidst pandemonium as JMC Speaker, not content with House proceedings, declared the budget passed unanimously without any reply from the Mayor, who was baffled on the irrational end to the Budget Session. Despite stiff opposition by oppoition benches in the House over absence of JMC Commissioner, the budget was passed.
 
 
Congress corporators demanded to terminate e-tender process as, from the time e-tender process has been initiated, contractors have turned diffident to work. Former Corporator Mukesh Rathore, representing the minister, spoke at length and expressed his distress on the fact that Municipal Corporation sanctions map for 13 storied building, but has no concern to ensure about the fire extinguishing arrangements that should be made mandatory before giving sanction for tower buildings. He asserted that in case of sanction of map for House, it is mandatory to ensure whether there are measures for water harvesting the need of hours owing to fast receding ground water level. Unfortunately, the municipal administration has failed to take note of serious flaw in the sanction of maps for building sanctioned by the corporation.
