Deliberations held on insurgency in CG

A discussion on insurgency in Chhattisgarh – Orienting the approach to ‘Peace-Security-Development’ initiated by Bangalore-based Synergia Foundation was held here at New Circuit House. The session was chaired by Home Minister of Chhattisgarh Tamradhawaj Sahu. Former Chief Secretary and CG-RERA Chairman Vivek Dhand, Chief Secretary Sunil Kujur, DGP D M Awasthi, D G (Anti Naxal Ops) Giridhari Nayak, Additional Chief Secretary (Home) C K Khetan along with Tobby Simon, Founder and President of Synergia Foundation, with his team members Upendra Baghel, Dr Anshuman Behera and few senior journalists were present during the meeting.
 
Discussions were conceptualised on a research presented by Synergia Foundation, which stated that Chhattisgarh is witnessing violent insurgency by Left Wing Extremists (Maoists) in nine revenue and ten police districts. The experts from Synergia conceptualised their theory by stating that Chhattisgarh Government has strengthened its capacity in security and development. Security has been restored transiently and many development programmes have been launched but this ‘security – development model’ focuses more on security and has not brought sustainability. Upendra Baghel and Synergia Foundation emphasised that the peace aspects, which starts during security restoration phase, have been missing. He also advocated integrated peace, security and development model.
 
However, Giridhari Nayak DG (ANO) stressed upon creating an environment of security, which will come up a precaution followed with efforts of development which will be solution towards reaching the outcome of peace-building. DGP D M Awasthi highlighted the efforts of security forces in winning the faith and trust of local adivasi population through the medium of credible policing. Chief Secretary Sunil Kujur stressed upon ingenuous implementation of public welfare schemes in LWE areas by all departments. He also outlined the efforts initiated by State Government towards eradication of Naxal menace.
 
Former Chief Secretary Vivek Dhand stressed upon necessity of conceptualisation of a separate Bastar Development Scheme for all-round development of Bastar region. ACS (Home) C K Khetan focused upon sustainable use of resources found in LWE affected areas for the upliftment of local people. Similarly, Rakesh Chaturvedi Principal Chief Conservator of Forests stressed upon usage of vast resource of forest produce available in Bastar region for the benefit of tribal population through value addition like establishment of food and medicinal processing units.
