State Government notifies new transfer policy for current year

The State Government on Thursday notified the much awaited Transfer Policy for the year 2019. According to the notification, state-level transfers will be effected from July 15, 2019 till August 14, 2019 while at the district-level (Class-3 and Class-4) transfers would be affected from June 28, 2019 till July 12, 2019. A complete ban would be imposed on transfers after July 12 at the district-level and after August 14 at the state level.
 
 
According to the notification issued by the state government, the state level transfers will commence from July 15 and continue till August 14. For state-level transfers, the policy allows maximum 15 percent transfers of total cadre strength of Class-1 and Class-2 officers while in the case of Class-3 and Class-4 employees it amounts to maximum 10 percent.
 
 
As per the policy, transfer proposals should be prepared by the respective departments and would by implemented with the approval of the departmental Minister. However the respective departmental Minister wouldn’t be able to give direct approval to such proposals. These proposals will be routed to the departmental Ministers through respective departmental Additional Chief Secretary/Principal Secretary/Secretary/Special Secretary (Independent Charge) after following all necessary government procedures. Thereafter once the proposals are approved by the Minister, it can be published by the department concerned.
 
 
The policy further stated that while preparing transfer proposals, it should be ensured that a government servant posted in scheduled area is proposed for transfer to non-scheduled area, then the proposal should also enclose the transfer proposal of the government servant from non-scheduled area who would be replacing the former. Also regional as well as urban-rural imbalance should be taken care off while preparing proposals. Also it should be taken care that transfer proposals should be prepared mainly for transferring government servants from over-staffed area to deficit area.
 
 
The policy further mentioned that vacant posts in various departments engaged in implementation of government schemes in Aspirational districts like Rajnandgaon, Bastar, Kondagaon, Bijapur, Kanker, Sukma, Dantewada, Narayanpur, Korba and Mahasamund should be filled with priority. For transfer of teachers, lectures and principals situation in school concerned should be taken into consideration. Transfer posting of Divyang employees should be done while keeping in view transport facilities. If any government servant applies for transfer posting at a place where his/her spouse is posted, it should be considered accordingly.
 
 
Similarly, for the district-level transfers, the transfers of Class-3 (non-executive) and Class-4 employees would commence from June 28 and culminate on July 12. Accordingly, the transfers can be carried out by respective District Collectors with the approval of District In charge Minister. The transfer proposal shall be prepared by the district-level official of the department concerned after complete scrutiny and would by forwarded to District In charge Minister for his approval through the District Collector. In the case of district level transfers, maximum 10 percent transfer of the cadre strength of respective employees are allowed. While transferring office-bearers of Employees Union, guidelines issued time to time by state government should be complied with.
 
 
The policy further states that ban would be imposed on transfers for district level after July 12, 2019 and for state level after August 14, 2019 and no fresh transfers would be allowed thereafter. However, under conditions which are indispensable, transfer postings can be carried out but through coordination process only after getting necessary approval. The policy also defined certain relaxations, which allows fresh transfer postings in case of court order, due to promotion, deputation in other departments (X-cadre postings), etc
