Farmers appear to be in for trouble due to delayed and inadequate rainfall. Not only has it resulted in sowing only in 33 per cent of Kharif area so far, but also has led to banks distributing only 32 per cent of the targeted amount of crop loans. As per the official data for the month of June, which is considered start of Kharif season, as against target of Rs 3,621.20 crore of crop loan, the nationalised, private, rural, and co-operative banks put together have distributed loans to the tune of only Rs 1,158.47 crore.

Thus, till June 30, only 32 per cent of the crop loan for Kharif season was distributed to farmers. Still, sad part of the story is that the nationalised, rural, and private banks put together have met only 18.19 per cent of the target given to them. Till June 30, they have disbursed crop loans of Rs 491.25 crore only to 46,012 farmers. In Naxal-affected district of Gadchiroli, these banks have met only 2.53 per cent of the crop loan target.

As against this, District Central Co-operative Banks (DCCBs) have disbursed crop loans of Rs 667.22 crore to 1,35,497 farmers in six districts of Nagpur Division. This is despite the fact that DCCBs in Nagpur, Wardha, and Buldhana are beleaguered and are trying to come out of crisis. As per the credit plan for the year 2019-20, crop loan of Rs 3,621.20 crore is to be distributed for Kharif season and Rs 384.57 crore for Rabi season. Interestingly, of the six districts namely Nagpur, Wardha, Bhandara, Gondia, Chandrapur, and Gadchiroli, the highest crop loan distribution is set for Chandrapur.

The crop loan target for Chandrapur district for Kharif is Rs 980.23 crore, and that for Rabi season is Rs 108.92 crore. It is followed by Nagpur district with crop loan targets of Rs 979.95 crore for Kharif and Rs 106.89 crore for Rabi season. The Kharif and Rabi crop loan targets combined for other districts in Nagpur Division are as follows: Wardha -- Rs 980 crore, Bhandara -- Rs 438.90 crore, Gondia -- Rs 230 crore, and Gadchiroli -- Rs 180.88 crore. However, till June 30, the farmers have got crop loans to the tune of Rs 1,158.47 crore only as against Rs 3,621.20 crore for Kharif season. Surprisingly, though the targets for Bhandara and Gondia districts are on the lower side, they have disbursed more crop loans than others in terms of percentage to respective targets. Bhandara has disbursed 59.98 per cent of targeted amount of crop loan while Gondia has met 49.09 per cent of target. Amount-wise, Chandrapur has achieved the highest disbursement of Rs 379.68 crore, followed by Nagpur with Rs 271.60 crore, and Bhandara with Rs 248.61 crore.
