Budget has taken care of everyone: Tarun Bhanot

Finance Minister Tarun Bhanot, while tabling the budget, told that budget provisions have necessary provisions for old people, women, youngsters, students, girls, traders, farmers, employees, people etc. He added that Chief Minister Kamal Nath is of the view that industrial investment does not come by asking rather it comes through the faith in system. Efforts are underway to brew faith among investors towards Madhya Pradesh. It is a matter of pride that name of CM Kamal Nath is taken with great respect in country and abroad and now Madhya Pradesh has started to get benefitted from this factor. A necessary system has been formed to provide impetus to investment proposals. Under investment encouragement, land pooling policy’s pilot project has been started.
In a short span, production of 17 mega industrial units has commenced in state. Magnificent Madhya Pradesh will be organised in Indore from October 18-20. New MSME development policy is being brought for integral development of MSME. For agriculture scheme, Rs 22,736 crore has been proposed in the budget and it is 145 per cent more than the last budget. In short span of mere two months, Congress government waived of loan of around Rs 7,000 crore of at least 20 lakh farmers. Now in second phase, loan waiver of remaining farmers will be done and in this regard, Rs 8,000 crore has been earmarked. Congress Government has made energy bills half. Now, benefit of Kisan Credit Card will be also reaped by animal husbandry and fishermen. More than Rs 1000 crore has been ear marked for animal husbandry and pisciculture and it is 16 per cent more than the corresponding year.
From last 15 years it was told that Madhya Pradesh has come out of BIMARU category and talks of Golden Madhya Pradesh were done. But 15th Finance Commission showed the mirror. It is a matter of concern that Madhya Pradesh did not improved in sync with country’s average in health and education. State Government will make every effort to contain Infant Mortality Rate, Mother Mortality Rate etc. Along with this, State Government has taken a challenging decision to implement Right to Health. Three new medical colleges will be opened in State and virology lab would be started in serial manner at divisional headquarters. Burn unit and skill centre for human resource will be opened in Bhopal, Indore, Gwalior and Jabalpur.
A sum of Rs 10,472 crore has been provisioned for programmes related with health. Budget of Rs 5,293 crore has been marked for programmes related with women and child development department. The efforts for development of sports in State will continue unabated. National and international facilities will be provided to players of state. Under expansion of sports facilities, opening football academy and swimming academy is in the pipeline. He also told that government is sensitive towards old people, widows and divyangs and hence it has increased social security pension to Rs 600 per month from Rs 300 and more than 42 lakh beneficiaries are getting benefitted. Government has also issued order to provide 10 percent reservation to people from economically weaker section in education institutions and government jobs. A scheme is being made to develop satellite town, industrial area and dry port by constructing Bhopal-Indore Express Way.
However, it is a matter of concern that in last 5 years, AT&C losses in electricity sector has increased to 32 per cent from 22 per cent. Even after such odd situation, State Government maintained the adequate availability of power. In financial year 2019-20, target is increase electricity availability capacity by 2,137. Madhya Pradesh Power Generating Company has programme to invest Rs 3,878 crore. Government is also committed to provide adequate amount of drinking water to people and for conservation of water resources. In this regard, government is preparing Right to Water Act. To stop the menace of sand mining Mafia, new sand mining policy has been formed.
