Monsoon Session from today, likely to remain tumultuous

The Second Session of Fifth Chhattisgarh Legislative Assembly (Monsoon Session), will commence from Friday. The Monsoon Session, although short, is likely to remain tumultuous with opposition Bharatiya Janata Party and Janta Congress Chhattisgarh (J) along with Bahujan Samaj Party, cornering the ruling Congress on various burning issues. It may be recalled that the Chhattisgarh Legislative Assembly Secretariat had on June 9, 2019, had issued notification for the Second Session of Fifth Chhattisgarh Legislative Assembly. As per the notification the Session which will commence from Friday, there will be six sittings during the Session and the Session will conclude on July 19, 2019. During the Monsoon Session, a total of 946 questions including 495 starred and 451 un-starred questions have been put forth by the members from both treasury and opposition benches.
 
On the other hand the State Government is all set to introduce at least 7 Bills during the course of the Session apart from the Supplementary Budget. The Assembly secretariat has already received notices for 74 Call Attention Motions, 10 notices for Zero Hour and eight notices for No Confidence Motion and Adjournment Motion. While the treasury benches have geared themselves to face the opposition onslaught, the opposition led by BJP is also gearing up for cornering the State Government on every issue.
 
According to BJP, there are several public issues which needs to be raised during the Session and will try to raise maximum numbers of issues despite limitation of time. On July 12, the day in Chhattisgarh Legislative Assembly would begin with meeting of Chhattisgarh Assembly Work Advisory Committee, which is scheduled at 10am, wherein, the outline of all the six sittings of Monsoon Session will be fixed. Later at 11am the Monsoon Session will commence with Vande Mataram. The Monsoon Session proceedings will commence with paying rich tributes to former BJP Legislator from Dantewada Late Bhima Mandavi and two-time former Takhatpur MLA and former Bilaspur Mayor Balram Singh Thakur. In the 90 member Chhattisgarh Legislative Assembly, the ruling Congress has 67 members while the Bharatiya Janata Party has 14 members.
 
The Chhattisgarh Janta Congress (J) has five members while the Bahujan Samaj Party has two members. Dantewada and Chitrakot Assembly segments presently do not have any representation in the House. Bye-elections in both these Assembly segments are likely to be held during the months of September-October. While the Dantewada seat had fallen vacant due to sad demise of BJP Legislator Bhima Mandavi, the Chitrakot seat fell vacant after Deepak Baij got elected to Lok Sabha. The issues which the opposition including Bharatiya Janata Party and Janta Congress Chhattisgarh (J) are likely to rake up during the session are issue of alleged murder of Dantewada BJP MLA Bhima Mandavi by Maoists, appointment of Attorney General, newly formulated sand policy, complete liquor ban, problems being faced by weavers, issues pertaining to distribution of fertilizers and seeds, law and order situation, three custodial deaths, economic anarchy, school students molestation, corruption in Chhattisgarh Mukhyamantri Tirth Darshan Yojna, corruption in medicine procurement, Smart Card scheme, Ayushman Bharat Scheme, irregularities in construction works, etc.
 
Janta Congress Chhattisgarh (J) has also decided to move a No Confidence Motion against the state government and has sought the help of Bharatiya Janata Party for the same. As per norms, support of at least 10 percent members is required for moving No Confidence Motion. The Janta Congress Chhattisgarh (J) has only five members and if BSP comes with it, then they will have seven members, whereas, support of minimum 10 members is required to move No Confidence Motion notice. BJP Legislative Party will be meeting on July 15 to decide and finalize these issues.
