BJP submits memo against de-limitation process to SEC

THE BJP on Monday submitted a memorandum to State Election Commission (SEC) against the alleged irregularities in the de-limitation process of urban areas coming under the Raipur Municipal Corporation. They termed the de-limitation process undertaken as highly impractical and suggested measures for consideration. A BJP delegation, led by BJP State Spokespersons Sanjay Srivastava and Sachidanand Upasne and comprising of Chaggan Mundra, Praful Vishwakarma, Ramesh Thakur, Meenal Chaubey, Channi Verma, Kedar Gupta, Manoj Prajapati, Shyam Sundar Agrawal, Mukesh Sharma, Avatar Singh Bagal, Vipin Patel, Kamlesh Shrma, etc met State Election Commissioner Thakur Ram Singh and handed over the memorandum.
 
The BJP, in its memorandum, suggested that the de-limitation process for the urban bodies’ election has been carried based on 2011 census, which is impractical in 2019, as in the near future again delimitation process has to be carried out based on 2021 census. It further stated that when the de-limitation process has been carried out, alike previous delimitation processes, some villages panchayats should have been included within urban areas because villages adjacent to RMC areas remains under-developed. The memorandum further stated that presently Aadhar Card has been issued for all citizens. After delimitation process, ward name and number will change, which would lead to a problem of amendment of Aadhar cards for one and all.
 
 
During the de-limitation process, names of wards have been changed but total number of wards is the same, under such situation what is the necessity of name changing. Also any election body doesn’t have the authority to change the names of wards. Under the anti-encroachment drive, people from one ward have been shifted to other wards but after the de-limitation process they have been included in the population of their previous ward, which is impractical. Within the Raipur Municipal Corporation area, three Legislative Assemblies come completely along with 95 percent of the fourth Assembly segment.
 
Only few villages coming under adjacent village panchayats have been left out, which should be included under the urban body so as to ensure equal development in all four Legislative Assemblies coming under RMC. The memorandum stated that in the delimitation process, surprisingly the Brahmanpara Ward has been abolished as no part of the said ward has been included in any other ward, on the contrary, portion of other wards have been added. Thus changing the name of Brahmanpara Ward is not fair and should be restored. The BJP delegation further demanded that before carrying out the de-limitation process, discussions should have been carried with Raipur MP, MLAs and Corporators. But it seems many wards have been deliberately and unnecessarily changed, which depicts action due to pressure from ruling party. Hence, the BJP urges to carry out fresh de-limitation process again while considering the suggestions.
