10-year-old boy found chained to metallic bench rescued by locals

Police said if claims that the boy was chained and locked with the consent of parents is found true then action will be taken against the parents also
 
 
A 10-YEAR-OLD boy was kept locked and chained to a metallic bench at an unregistered Madarsa in the State capital. The matter came to light on Sunday morning when locals spotted the boy near Prabhat Petrol Pump sleeping with one of his legs tied to a metallic bench with an iron chain and a small lock dangling from the chain. Another seven-year-old boy was also found sleeping near the chained boy. When locals spotted the boys carrying a bench, they tried to run away.
 
“The matter was reported to Dial 100 emergency response service of the State police at around 10 am by locals after which a Dial 100 First Response Vehicle (FRV) rushed to the spot. Cops used a gas cutter to release the 10-year-old boy,” informed Ashoka Garden SHO Umesh Yadav. SHO Yadav further informed that police have arrested Maulvi and Hafiz of the Madarsa. They have been booked under provisions of Juvenile Justice Act as well as Section 342 of the IPC (punishment for wrongful confinement) and will be produced before a local court. The ChildLine was informed about the incident and during counselling, it came to light that both the boys who lived in Piplani area were among the 22 boys who studied and lived at Jakariya Madarsa run from a house near Ashoka Garden Police Station. Out of the two boys the younger one hails from Gwalior and had shifted to his grandparents’ house in Bhopal.
 
The two boys were studying and living at Jakariya Madarsa in Mayur Vihar-Ashoka Garden since last two months. The Madarsa is operated by Zakaria Education Society. The accused have been identified as Mohammad Shad and Salman. One of them is a Maulvi and the other is Hafiz. It also has residential facility where 22 students live and study. Father of the elder boy is an ironsmith, who works as a daily-wager, while parents of 7-year-old boy are separated and his mother moved to her maternal home. She got him enrolled in the Madarsa as she works as a maid and does not earn enough to raise him. The two boys said they feel homesick and did not want to go back.
 
The duo managed to escape the Madarsa on Saturday-Sunday intervening night. Both the boys had marks of brutality on their body. They told the counsellors later that the Maulvi and their Hafiz would beat them up for every mistake and did not allow them to talk to their parents. Their parents visited them in a week, but faculty members would allow them to talk very less so that they are unable to reveal their plight to their parents. According to sources in Ashoka Garden police, probe has revealed that the Madarsa is not registered with the State Madarsa Board, but was being run under a registered Educational Society. “If the arrested Madarsa manager’s claims that the boy had been chained and locked with the consent of parents is found true then action will be taken against them also,” said Yadav. The two minors have been shifted to Child Friendly Corner at city’s TT Nagar Police Station and will be produced before the District Child Welfare Committee (CWC) on Monday.
