NCSC finds shortcomings in schemes meant for SCs

Team of National Commission for Scheduled Castes during his visit to Madhya Pradesh found many lacunae in schemes being implemented for scheduled caste people. Commission has given various suggestions to Kamal Nath government in order to rectify the shortcomings so that targeted people of reserved category receives maximum benefit of schemes. Chairman of National Commission for Scheduled Castes Professor Ramshankar Katheria told to mediapersons that Commission reviewed three years report of Government on various counts.
 
The budget percentage fixed for scheduled caste is more than the population. Every year around Rs 3,000 crore is earmarked but it is not spent entirely on SC people. Hence, he has asked Government to utilise the entire budget. Moreover, he claimed that it is also seen that even budget spent on general category is added into SC category. In other words, a large sum of SC budget is spent on general category. This is saga of not only Madhya Pradesh but rest of country as well. As far as literacy percentage of scheduled caste is concerned then it is worrisome.
 
The drop out percentage from primary to middle school is high and by post graduation, drop out percentage becomes 30 to 40 per cent. Female literacy percentage in SC is 54 per cent. Moreover, SC people are also behind in getting benefitted from PMAY, cleanliness campaign and bank schemes. Around 1.5 lakh scheduled caste people do not have toilets. Under PMAY, large number of people got left out. Back log in government sector is worrisome. In review, Commission also found out that Sagar, Chhattarpur, Gwalior zone have high percentage of murder of SC people.
 
Hence, Commission has asked senior police officers including DGP to do a proper research over the issue and give appropriate suggestions. Talking about various kinds of atrocities against SC people including rape and murder, he told that 289 such cases have come to fore under which police cannot present charge sheet as victims were not having the caste certificates. Due to this reason, they also did not get necessary financial relief as well. Hence police has been asked to help such victims in getting the certificates so that they can get adequate benefit.
