State Govt takes control of Surguja varsity Imposes Section 52 of Chhattisgarh University Act 1973

State Government has taken the control of Sant Gahira Guru Vishwavidyalaya, Surguja Ambikapur (formerly Sarguja Vishwavidyalaya) in its hand while imposing Section 52 of Chhattisgarh University Act 1973. A gazette notification to this effect was published by G L Sankla, Deputy Secretary, Department of Higher Education, on January 3, 2020, complying with an order of the Raj Bhawan. The decision of imposing Section 52 was taken following numerous complaints of mismanagement, financial irregularities, lack of coordination prevailing in the university, dispute among staff etc.
 
The state government has taken the control of the university after a thorough examinat ion of the complaints made against the Vice Chancellor. Complaint of financial embezzlement had been made by RTI activist advocate D K Soni of Ambikapur against Dr (Prof) Rohini Prasad, Vice-Chancellor of the University. He filed a complaint to the EOW highlighting irregularities in the arrangements of proposed Convocation of the university, scheduled to be held on December 16, 2019, following which the convocation was said to be postponed. Taking cognizance of the complaint, Chief Minister Bhupesh Baghel reportedly asked Surguja Divisional Commissioner for an investigation.
 
The Divisional Commissioner recorded the statement of the complainant on December 24, 2019 and later heard the other party in the matter before sending the report to the Raj Bhawan. Ironically, in a meeting of the university held on January 2, 2020, day before the gazette notification was issued, the vice chancellor had extended the tenure of Officer on Special Duty (OSD) DPS Tiwari for a period of six months against university norms. It is worthwhile to mention, Tiwari is 72 years old.
