Now, the rape victim can register FIR at any nearest police station
 
If any police station refuses to register FIR on a rape case, penal action will be taken against concerned officer
 
Investigation on any rape case has to be completed within 60 days
 
Medical examination should be performed within 24 hours 
 
The Central Government, while taking strict cognisance of the rise in crime against women, particularly on the rising cases of rapes, has decided to strictly deal with the situation and has issued certain advisories to State Government. Addressing the mediapersons, senior Bharatiya Janata Party (BJP) leader and MP Dr Saroj Pandey said that rape is not only a crime against a woman, but it is a crime which is shameful for the whole society, which considers itself educated and cultured. This crime will not end by only punishing the accused because the victim never forgets the pain of the incident and it becomes permanent in her conscience. Dr Pandey further said that people indulged in heinous crimes like rape or gang-rape should be brought to book immediately and provisions should be enacted where such persons are given harsh punishment at the earliest. Such a fear should be created among such persons that even in their wildest of dreams they think of committing such crimes.
 
Dr Pandey said that rape is a social and crime subject, but not a political one, where we hold discussions in which states such cases are increasing and in which states it is not. According to a latest report, if last year’s figures are analyzed, 87 crimes had taken place against women on a daily basis. In the year 2019, a total 4,05,861 cases of crime against women had been registered which is 7 per cent more than what it was registered in 2018, which was 3,78,236 cases. Dr Pandey while stating that these figures are challenging in itself, said if the judicial process is delayed, it creates very painful for the victim women. Many such cases have come to fore where a victim woman had committed suicide due to delay in justice. In order to remove all these lacunae in the process of dealing with rape cases and with the intention of fast action against criminals, advisories has been issued by the Centre to all states, said Dr Saroj Pandey.
 
Giving details about the advisories, she said on complaint of rape, FIR has to be lodged immediately, irrespective of fact, whether the case had taken place in the jurisdiction of the police station concerned or not. Now, the rape victim can register FIR at any police station which is nearest. As per the advisory, if any police station refuses to register FIR on a rape case against a complaint made by the victim, penal action will be taken against the officer concerned. Now, no police official can mislead or injustice is meted to the victim. As soon as the complaint is made at a police station, it is mandatory for the official to register FIR and initiate fast action.
 
The advisory further states that investigation on any rape case has to be completed compulsorily within 60 days. It will bring several positive effects as it will help in fast justice for the victim. Also it will help in giving fast punishment to the culprits and will become a precedent for the whole society. It will also create fear among criminal elements and will bring down such cases. The advisory further states that within 24 hours of registering FIR, carrying out medical examination of the victim is compulsory. In case of delay in medical examination it damages forensic evidence, which benefits the criminals. Hence, it has been made compulsory to carry medical examination within 24 hours which would ensure justice for the victim, said Dr Saroj Pandey.
