Notification issued for 8th Assembly Session

After approval given by Governor Anusuiya Uikey, Chandra Shekhar Gangrade, the Principal Secretary, Chhattisgarh Legislative Assembly, on Wednesday issued notification for the Eighth Session (Special Session) of the Fifth Chhattisgarh Legislative Assembly. As per the notification, this Special Session will be having two sittings on October 27 and October 28, 2020, wherein, only government works will be executed. With the approval given by the Governor, the alleged impasse between the Raj Bhawan and State Government came to an end as of now.
 
It may be recalled that State Government had forwarded the proposal of calling a 2-day Special Session of Chhattisgarh Legislative Assembly to the Governor Anusuiya Uikey for her approval on Monday, which the Governor had returned on Tuesday seeking answers from State Government about the necessity of calling Special Assembly Session, when the Monsoon Session was held just 58 days back. She also asked as to what significant has happened since then, that State Government is intending to call a Special Session. However, State Government promptly sent the reply against her quarries on Tuesday evening itself. But if the sources are to be believed, the impasse between Raj Bhawan and State Government ended after Parliamentary Affairs Minister Ravindra Choubey called on Governor Uikey on Wednesday morning. It was his second visit to the Raj Bhawan, in a week’s time.
 
During his meeting with the Governor, Minister Choubey gave a detailed presentation on the proposed new Agriculture and Labour Bills which are likely to be introduced during this Special Session. He also answered to the queries raised by the Governor. Choubey while talking to mediapersons after meeting the Governor, said that State Government is intending to frame new agriculture laws. The Governor had certain queries about these laws and what has been the necessity for making such laws in Chhattisgarh. She also queried about the provisions of such laws. During the meeting, he had clarified all her queries. It is worth mentioning here that after the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; the Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020 and the Essential Commodities (Amendment) Act, 2020 were passed by the Centre in Parliament, the ruling Congress government decided to call a Special Session to develop new Farm Laws.
 
The ruling Congress government is of the view that these new reforms are hampering the interests of farmers in Chhattisgarh, hence the Special Session is being called for bringing new laws to benefit farmers. Sources in the government informed that the state is considering introducing Agriculture Bills which not only safeguards the interests of the farmers but at the same time confrontation with the Center could be avoided. It may be recalled that the Punjab government has made a provision where penal action will be taken if a farm produce is purchased at a rate below the Minimum Support Price, which has been mired in controversies. The Chhattisgarh Government does not want to do anything which might create a legal bottleneck. The State Government can amend the Mandi law, so that farmers can get better prices against their produce.
