The Chhattisgarh Cabinet took several significant decisions including giving approval to the much awaited Chhattisgarh Agriculture Produce Market (Amendment) Bill-2020 (Chhattisgarh Krishi Upaj Mandi (Sanshodhan) Vidheyak). It also gave approval to the drafts of several other Amendment Bills as well. The Cabinet meeting which was chaired by Chief Minister Bhupesh Baghel, also decided to scrap all the Tenders/Expression of Interest (EOI) issued for the implementation of ‘Jal Jeevan Mission’ initiated by the Department Of Drinking Water And Sanitation, Union Ministry Of Jal Shakti and to take further action as per the directives of Government of India.
 
It is worth mentioning here that the state Government had to scrap the tendering and EOI process after large scale protest was raised by Bharatiya Janata Party and Janta Congress Chhattisgarh (J) along with various Contractors’ Associations in State amidst allegations of large scale corruptions and kickbacks in the allocation of tenders to outside companies.
 
The Cabinet also approved a proposal for amendment in the Industrial Policy 2019-24. Accordingly, the Cabinet approved Special Investment Incentive Package (Forest Based Industries Package) for encouraging and ensuring processing and value addition of forest produce, herbal medicinal produce and other forest based produce within State. Accordingly, instead of providing permanent capital investment grant to small scale industries as provisioned in Industrial Policy 2019-24, grant will be provided to industries after coming into production on valid permanent capital investment especially in backward area development blocks. Accordingly for ‘C’ category blocks, 40 per cent of the total investment will be paid in 5 years (maximum Rs 40 lakhs per annum) and for ‘D’ category blocks, 50 per cent of the total investment will be payable in 5 years (maximum of Rs 50 lakhs per annum) as per eligibility.
 
For the special package, investment of minimum 50 lakh and maximum of Rs 5 crore will be made in plant and machinery by small scale industries is mandatory. The Cabinet also approved amendment in the Chhattisgarh Industrial Land and Management Rule-2015 (Chhattisgarh Audyogik Bhumi Evam Bhawan Prabandhan Niyam-2015), wherein, approval for land allotment (minimum land requirement) for establishment of power sub-stations can be done at a token amount of Re 1 without any lease-rent and security deposit. The Cabinet also approved another amendment in the Chhattisgarh Industrial Land and Management Rule-2015, wherein, amendment has been carried out in Regulation and Management Manual applicable for industrial land, building, shed, vestibule, etc after allotment of land from Land Bank.
 
The Cabinet also approved necessary amendment in the Chhattisgarh Industrial Land and Management Rule-2015, so that industries who had been allocated land under the Rule, but have couldn’t establish the proposed industry due to prevailing economic recession arising out of COVID-19 pandemic, have been given relaxation of one additional year for establishing industry. The Cabinet approved re-constitution of Chhattisgarh State Rural and Other Backward Caste Area Development Authority. The Cabinet also approved transferring the Chhattisgarh Liquor De-addiction Campaign (Bharat Mata Vahini Yojna) to the Social Welfare Department from the Excise Department. It is worth mentioning here that this campaign was initiated for creating addiction free Chhattisgarh under Chhattisgarh Excise Policy 2013-14.
