Fresh guidelines for re-opening of cinema halls, multiplexes issued

Raipur Collector Dr S Bharathi Dasan on Wednesday issued fresh guidelines for re-opening of cinema halls and multiplexes in Capital, outside Containment Zones, in compliance of the order issued by the General Administration Department (GAD), subsequent to the submission of memorandum by the Commercial Tax Department.
 
As per the guidelines issued by the Raipur Collector for re-opening of cinema-halls and multiplexes, it was stated that maximum 50 per cent of the optimum capacity of people will be allowed in the cinema-hall/multiplex along with sufficient space (six feet in this case) for physical-distancing and accordingly, markers should be made for sitting arrangement. In case of closed space, the temperature of air-conditioning should be adjusted at 24-30 degrees and in case there is no air-conditioning, proper cross-ventilation of air should be ensured in the cinema hall. The guidelines further added that sanitisers should be mandatory in all entry-exit points and common areas in touch-free mode. It is mandatory for every person to follow COVID norms before entering the hall along with thermal screening. It will be compulsory for every person to wear a mask and maintain social-distancing norms.
 
No persons, having COVID-19 symptoms should be allowed inside. Guidelines further stated that people in the cinema hall should compulsorily maintain breathing etiquettes. All leftovers like masks, face-cover, gloves left back by people should be treated as medical waste and be disposed of as per norms. Spitting after eating paan, guthka, etc will remain banned in cinema halls and multiplexes. Time-to-time proper sanitisation of common surfaces like door handles, seat handles, seats, railings, tables, barricades, etc should be carried out with sodium hypochlorite solution.
 
Also crowd management in the halls and parking places should be done while ensuring principles of social distancing. As per guidelines, cinema-halls/multiplexes shouldn’t be functional within containment zones. Persons over 65 years or children below 10 years of age are advised to remain in their residences. Ticketing should be allowed the whole day through multiple ticket counters so that crowding can be avoided. The whole complex, including common area, hall, toilets, etc should be sanitised and cleaned on regular basis. All employees/staff should wear face-cover and Arogya Setu App downloaded in their mobile phones. There should be ‘Do’s and Don’ts’ displayed in every part of the hall along with its regular announcement. In case any kind of violation of these guidelines takes place, it will call for penal action under Disaster Management Act 2005 read with Epidemic Diseases Act 1897 (Amended 2020) and Section 188 of Indian Penal Code, 1860.
