ABSENCE of rulebook needed for joining at new postings after General Transfers (GT) is becoming a handy tool for a section of police officers to twist the process to enjoy ‘desired postings’. Establishment Board of Maharashtra Police starts process of GT in February and transfer orders are issued in last week of May every year. The transfer process has become most time consuming process as record of the policemen is yet to be digitised, claimed sources. As per the rule, the transferred officer should be relived and join new posting within a week. However, this happens in a few cases only.
 
Many of the officers get relieving orders after two to three weeks. As a result, they report at new postings in second or third week of June. Another aspect in late reporting is ‘desired postings’ - if someone gets a good unit like Mumbai, they purportedly report in last week of June. As per the rule, the Police Sub-Inspectors (PSI) to Police Inspector (PI) rank officers get transferred from the Unit after completion of six years. The problem in entire process is that Establishment Board issues transfer order on the basis of the police officers’ joining date at new postings, the sources informed.
 
By reporting 15 days later at new postings, the police officers get one year more period at new postings - it means their serving period at new postings increases to seven years from six years. Commenting on the issue, Ex-Director General (Legal and Technical) Maharashtra Police, S P Yadav told ‘The Hitavada’ that this was deliberate attempt by some of the officers to enjoy good postings. “The rule of relieving transferred officer within seven days should be followed by every Unit Commander with letter and spirit so that no one could get injustice,” he said. A top rank official who served as Inspector General of Police, (Establishment), said on request of anonymity that there should be a common rule for issuing transfer orders. “Many of the officers are involved in such twisting of rules,” he said. IG Establishment Rajesh Pradhan was not available for comment. 
 
‘Transfers should be in March with one month relieving period’ A top rank official said that digitisation of the records could change the entire scenario in the police transfers. “It will not consume such long period for analysis of records,” he said and added that the transfer orders should be issued in the month of March with minimum one month relieve period.
