“The New Education Policy is perfectly in consonance with the provisions of the Constitution of India. Drastic changes have been made with greater concentration in basic education at pre-school and school level,” said renowned scientist from ISRO and Chairman of Education Policy Draft Committee Padma Vibhushan Dr K Kasturirangan. Talking to The Hitavada Dr Kasturirangan said that the Right to Education has been ensured in the new policy. On reservation issue, the Committee has no role and the Government has to decide, he added. Sharing details of the policy, Dr Kasturirangan said, in new Education Policy the school education has been divided into three phases. Pre-school or nursery level has also been considered.

From the age of three for the five years the fundamental education will be imparted. This is non-structured education which the child will be able to learn in pre-schools and at home. In the next phase for three years which is called preparatory level, the concepts of learning will be cleared. With clarity in concepts of subjects the students will be able to go into the next phase, which has been termed as prescriptive education. The basic objective is to have clarity of subjects in the mind of the student who reach Standard XII. The students will be able to know which direction he is to plan his career.

The higher education has been made inter-disciplinary. The students from any stream will be able to pursue learning in subjects from other disciplines. Colleges will be made autonomous and will be able to award degrees. The inter-disciplinary education has been adopted to facilitate learning and research. Similarly, universities will be of three types - strictly for research, research and teaching and only for teaching. Dr Kasturirangan also said that the committee has carefully drafted the policy.

The results of the new policy will be apparent after 10 to 15 years. Dr Kasturirangan stated that the policy has been drafted for overall development of the nation. Implementation and budgetary allocation depends on the government. “Fortunately, the present government is positive towards bringing about the positive change. This was spelt out by Union Minister Prakash Jawdekar, while appointing him as Chairman of the Education Policy Draft Committee,” he said.
