MPCB extends renewal period of ‘Consent to Operate’ nod till July 31

Maharashtra Pollution Control Board (MPCB) has extended the renewal period of ‘Consent to Operate’ permission process for industries from March 31 to July 31 as an interim measure due to COVID-19 outbreak and nation-wide lockdown. It is mandatory for every industry, entrepreneur, establishment to obtain valid ‘Consent to Operate and Authorisation’ from MPCB under Section 26 of the Water (Prevention and Control of Pollution) Act, 1974, under Section 21 of Air (Prevention and Control of Pollution) Act, 1981 and under Rule 5 of Hazardous and Other Waste (Management and Transboundary movement) Rule, 2016, combined consent and authorisation under the Bio-Medical Waste Management Rule, 2016 and Solid Waste Management Rule, 2016 to carry out commercial production.
 
Consequent to outbreak of coronavirus (COVID-19) and declaration of lockdown, it is important that critical and essential activities such as hospital, pharmaceutical units, biomedical waste management facilities, municipal waste management facilities, hazardous waste management facilities, common effluent treatment facilities, power plants, steel plants, mines, milk processing units, food processing units operate uninterruptedly, so that essential goods and services are available. Keeping this in mind, MPCB has extended the validation period for four months.
 
With this extension, industries can carry out their commercial production activity during the lockdown. This circular comes into effect from the date of issue and is applicable to industries as mentioned in the order issued by the Government of India and Government of Maharashtra both. 
 
MPCB allows manufacturing of sanitizers
 
The permission is valid for two months n Staff Reporter The Maharashtra Pollution Control Board (MPCB) has issued consent under Sections 25 and 26 of the Water (P&CP) Act, 1974 and Section 21 of Air (P&CP) Act, 1981 for establishing the industry to manufacture sanitizers in the State. As a part of comprehensive system to handle the coronavirus (COVID-19) outbreak, availability of sanitizer or its production are to be ensured. Amid this infectious outbreak, the demand of sanitizers has increased drastically not only in Maharashtra but all over the country too.
 
Hence, MPCB deems it necessary that all the project or activity relating to manufacturing sanitizer are considered as priority and as an interim measure. Now, therefore, MPCB in public interest hereby makes the following amendment to the process of granting permission or consent for temporary period of two months. Any bottling unit manufacturing sanitizer can start manufacturing activity immediately and apply for consent in 15 days.
 
All such proposals for manufacturing shall be considered on priority and NOC will be issued in the form of Letter of Consent accordingly. The project proponents can apply on-line on Board’s web portal http://www.ecmpcb.in for grant of consent to establish and operate within 15 days. The consent will be issued thereafter as per the provisions in force at that time.
