AFTER the notorious gangster Vikas Dubey was killed on Friday morning, the families of the policemen who were killed in the Kanpur encounter on July 3 expressed relief. Tirath Pal, the father of the slain policeman Jitendra Pal Singh, who was one of the eight policemen killed in the Kanpur ambush, said that the news of Dubey’s death has brought some relief after suffering the loss of his son. “I am very proud of Uttar Pradesh Police. Whatever they have done today has brought solace to my soul. I thank the administration and Yogi Government,” he said while speaking to ANI.
 
Kalika Prasad Bind, the father of slain Sub-Inspector Nebulal Bind expressed her happiness with how Dubey met his fate. “Whatever happened to him is for the good. I demand strong punishment for informers within the police for leaking the information of the raid to Dubey. The Government should make sure the traitors pay for their deed,” Kalika said. Sultan Singh from Jhansi and Nebulal Bind from Bhiti in Prayagraj were among the eight policemen killed in the encounter that took place at the Bikru village in Kanpur’s Chaubeypur area last week. Reacting to Dubey’s killing, Urmila Verma, the wife of slain constable Sultan Singh said that though she is satisfied, “I am satisfied. But now how will we know as to who was backing him (Vikas Dubey)? It could have been unravelled by questioning him,” said Urmila Verma, wife of constable Sultan Singh who also lost his life in an ambush.
 
Some ex-Mumbai cops hail encounter SOME former police officials from Mumbai on Friday praised the Uttar Pradesh Police over the killing of notorious gangster Vikas Dubey in an encounter, saying that the action was “much needed” to keep the morale of the force high. Mumbai’s former ‘encounter specialist’ police officer Pradeep Sharma defended the action against the gangster. Talking to PTI, Sharma, who was reportedly involved in the ‘encounter’ killings of over 100 criminals, said, “We should congratulate the UP police for this daring action and this is a genuine encounter as four police personnel also got injured in it.” “The man who killed eight policemen got what he deserved...At the place where the incident occurred, it had rained and the vehicle carrying him skidded. After that, Dubey tried to run away by snatching a weapon of a policeman and fired at them, but police opened fire in retaliation,” he said. “This action will boost the morale of the police force. No question should be raised over this encounter and if anyone does so, then they should first go and meet the family members of eight police personnel, who were killed by the gangster,” he said. “Where were those activists, when the police personnel were killed by the gangster?” he asked. Another ‘encounter specialist’ Praful Bhosle, who retired as Assistant Commissioner of Police, said, in view of the circumstances at the time of the incident as described by the UP police, this action was “much needed’.
 
“Nobody should dare to kill the police, who is performing his duty and this encounter can be a lesson to the criminals,” he said. Police have the authority and the criminals should not challenge them, otherwise there is no fear left for the police force among the criminals. There are legal ways to challenge the authority and that should be honoured, he said. Retired Assistant Police Commissioner Bharat Shelke said, after the killing of eight police personnel, the action against gangster Dubey was much expected to keep the morale of police force high. Shelke had led the team when three members of the Dabbu gang were killed in a police encounter at Palm Beach Road in Navi Mumbai in 2006. The gang had killed police sub inspector Babasaheb Adhav during a bank robbery in Airoli.
 
Dubey’s killing raises handcuffing issue THE alleged encounter killing of dreaded gangster Vikas Dubey on Friday has kicked up dust over his not being apparently handcuffed by the police, against the backdrop of the Supreme Court’s disapproving the practice in various orders, calling it “inhuman, unreasonable, over harsh and arbitrary”. The apex court has from time to time issued a slew of directives on the procedure to be followed while handcuffing an undertrial, maintaining that the insurance against escape does not compulsorily require handcuffing. The police however has all along been supporting handcuffing at various judicial forums on the ground that the practice has been quite helpful in ensuring that a dreaded accused or convict does not flee the custody. With this incident, the debate over handcuffing criminals while taking them from one place to another has ensued once again. The apex court in 1995 held that minimal freedom of movement cannot be cut down by application of handcuffs or other hoops. It had stated that handcuffing of prisoners without judicial consent was illegal.
 
Seven bombs found in Bikru village SEVEN bombs have been found at the Panchayat Bhawan in Bikru village during a police search that has been continuing almost on a daily basis after the July 3 massacre in which eight policemen were killed. The bombs are crude and of low intensity. Some of the bombs were found from the house of Vikas Dubey’s driver Daya Shankar Agnihotri who is now in police custody. According to police sources, three police teams are conducting searches in the Bikru village, especially of houses of those connected with Vikas Dubey. The police are also checking the legality of arms with the local people.
 
Why is Dubey’s encounter being questioned: Raut SHIV Sena leader Sanjay Raut on Friday said there was no need to shed tears over the killing of gangster Vikas Dubey in an encounter and wondered why the police action was being questioned. Talking to PTI, Raut said, “Dubey had killed eight policemen. Attack on the uniform means there is no law and order. Taking strict action is the need of that states police be it in Maharashtra or Uttar Pradesh.” “There is no need to shed tears over the killing of Dubey in an encounter. Why is the police action being questioned?” the Rajya Sabha MP asked.
 
‘Dead’ father of slain gangster Amar Dubey comes alive after 7 years IN A bizarre development, the ‘dead’ father of slain gangster Amar Dubey, Sanjeev Dubey, came alive on Thursday evening during a police operation in the Bikru village where the ambush in which eight policemen were killed on July 3, had taken place. Amar Dubey, a trusted lieutenant of Vikas Dubey and a co-accused in the Bikru massacre, was shot dead on Wednesday in Maudaha by STF team. On Thursday, when the police reached the Bikru village to inform family members about Amar’s death in an encounter, they received information that his father Sanjeev was still alive. The informer led the cops to Sanjeev’s hideout, where he lived in anonymity for nearly a decade. “Sanjiv was arrested when he came out of hiding after learning about his son’s death. During questioning, he told investigators he had survived the accident in which he lost a leg,” said a police official. Sanjeev had 12 cases, including attempt to murder, extortion and loot against him at the Chaubeypur police station. “He went underground after a road accident seven years ago, and asked family members to spread the news of his ‘death’ to shut criminal cases against him,” said a police officer.
 
Raj Police unaware of route Dubey took to reach Ujjain ALWAR, which has become the hub for many criminal gangs, is back in the news for all wrong reasons as dreaded gangster Vikas Dubey had allegedly managed to cross into Rajasthan from there on his way to Madhya Pradesh’s Ujjain even as armed State police personnel were deployed at the inter-state border with Haryana. However, Alwar’s Superintendent of Police Tejaswini Gautam on Friday told IANS that police is yet to ascertain which route he had taken to reach Ujjain. While sources said that Dubey travelled from Alwar, via Dausa and Kota, to reach Ujjain and was in contact with gangsters of Alwar, police did not confirm this and said that it will investigate his route only if it is required.
