NSSCDCL Board ‘no’ to Mundhe as CEO

Municipal Commissioner asked to work as co-ordinator between NMC and NSSCDCL Mahesh Moroney is officiating CEO 
 
The much-awaited meeting of Board of Directors of Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL) turned out to be eventful as it voted for having a full time Chief Executive Officer (CEO) at the helm. The meeting finally laid to rest the role of Municipal Commissioner Tukaram Mundhe in NSSCDCL, it will be limited to co-ordination. In short, Mundhe’s claim of being appointed as Officiating CEO was annulled as Chairman Pravin Pardeshi said there were never any instructions about the same. The BoD meeting held on Friday said company should be run as per the provisions of the law.
 
The meeting also approved appointment of Vijay Zalke, Chairman, Standing Committee, NMC, and Municipal Commissioner Mundhe as Directors as replacement for previous incumbents. The BoD said an advertisement issued for recruitment of new CEO and till then Mahesh Morone, Deputy CEO, to officiate. As to Mundhe, Chairman said former should keep himself limited to role as Municipal Commissioner and act as co-ordinator.
 
 
Chairman joined the meeting through video conferencing from Mumbai. Mayor Sandip Joshi later interacting with newspersons at NMC Central Office, said the BoD meeting proved their point that Mundhe was never entrusted charge of CEO and Chairman made it clear that there were never any instructions, in written or oral directing Municipal Commissioner to officiated as CEO of NSSCDCL. Pardeshi as per Mayor version also questioned Mundhe about direction from his side about directing him to take over as Officiating CEO of NSSCDCL. Municipal Commissioner showed the noting on resignation letter of Ramnath Sonawane, first CEO, NSSCDCL, to which Chairman said there was no mention about Acting CEO.
 
Municipal Commissioner was only instructed to liaison with NSSCDCL. There was never any communication or direction to Mundhe vis-a-vis latter’s claim of being named Officiating CEO of NSSCDCL, the Chairman clarified during the meeting. At the meeting, Mundhe suffered further setback when no one endorsed him for the post of CEO. Mundhe reportedly moved the resolution himself to which Mayor promptly objected saying there is no such provision in the company law.
 
However the BoD of directors, comprising Government officials namely: Commissioner of Police, Chairpersons, NIT, District Collector, Leader of Opposition in NMC, Group Leaders, unanimously voted for having a full time CEO and till then Chairman asked Dy CEO to look after. Mayor said the meeting also decided to consult State’s Advocate General whether inquiry can be initiated against Municipal Commissioner for his decisions taken in capacity as Acting CEO of NSSCDCL as they were rendered null and void since his appointment was never made to that post. It was also decided to consult Central Government officials whether action of Mundhe flouted service rules and whether an inquiry can be ordered against him. The Board also voted to replace the Chief Account and Finance Officer (CAFO). A fresh advertisement be issued for appointment of new CAFO in place of Mona Thakur who had run in with the ruling party at Nagpur Municipal Corporation .
