State scraps 135 teaching posts, ayes 159 new posts in Govt Colleges of Art & Design

Maharashtra Government has scrapped 135 teaching posts in four Government Colleges of Art and Design including Chitrakala Mahavidyalaya at Nagpur. At the same time, it has created 159 new posts. The new posts will be created in accordance with the eligibility and qualification norms prescribed by All India Council of Technical Education (AICTE). Maharashtra has four Government Colleges of Art and Design under Directorate of Art. These include the college, popularly known as Chitrakala Mahavidyalaya, in Nagpur. In December 2006, the process of reviewing the number of posts in these colleges was taken. Accordingly, 135 teaching posts were approved in Dean, Professor, and lecturers.
 
Each of the four institutes had one post of Dean. There were 16 posts of Professors, and 115 of lecturers in these four colleges. However, since AICTE is the apex body defining parameters and standards for institutes giving technical education, it was decided to revise the staffing pattern in accordance with its norms. The revised staffing pattern was submitted to State Government in February last year. A sub-committee was appointed to look into creation of new posts as per AICTE norms, revival and review of posts, make recommendations etc. The sub-committee’s report was placed for deliberation in July 2019. It was recommended to place the report regarding approval to 159 teaching posts in four Government Colleges of Art and Design, in the meeting of high-level committee. In its meeting held in the last month, State Cabinet cleared the proposal for creating 159 new teaching posts as per the eligibility and qualifications prescribed by AICTE. Accordingly, the existing 135 teaching posts will be abolished.
 
According to sources in the know of things, already, several of the 135 existing teaching posts are lying vacant. Besides, 27 of these posts have regular lecturers, 26 have contractual lecturers, and 11 have temporary teachers. The contractual and temporary teachers are working as per the court orders, and their posts have now been placed in ‘past cadre’ category.
 
According to an aggrieved teacher, who did not wish to be named, placing these posts in ‘past cadre’ would mean that someone working on a particular post would retire on the same post and the new recruits as per AICTE norms would get regular promotions. A comparison of charts of existing 135 teaching posts and newly sanctioned 159 posts reveals that the post of Dean (that was among 135 posts) will be replaced with that of Principal. The new 159 posts include 44 in Sir J J School of Arts, Mumbai; 46 in Sir J J Institute of Applied Arts, Mumbai; 35 in Government College of Art and Design, Nagpur; and 34 in Government College of Art and Design, Aurangabad.
 
The chart of new posts for all four colleges put together includes four each of Head of the Department and lecturer for Diploma courses, four of Principal, 12 of Professors, 28 of Associate Professors, 80 of Assistant Professors for Degree courses; one post of Professor, seven of Associate Professors, and 19 of Assistant Professors for Post-Graduate Degree courses. Asked about the development, Vinod Mankar, Dean of Government College of Art and Design, Nagpur, told ‘The Hitavada’ that he was ‘studying the GR’ and would be able to comment only after going into details.
