With Coronavirus taking its toll, District Collectors of Bilaspur and Raipur districts have announced yet another lockdown in their respective districts from September 21 to September 28 to break the chain of transmission of the pandemic. The lockdown would come into effect from 9 pm on September 21 and remain effective till 9 pm on September 28.
 
According to District Collector Dr S Bharathi Dasan, more than 26,000 corona positive cases have been reported so far in Raipur district and on a daily basis more than thousand cases are being reported. Keeping the alarming situation of coronavirus in mind, Raipur district had been declared as Containment Zone to break the chain of transmission. According to Raipur Collector, Raipur district limits would be sealed during the period of lockdown. Only medical shops are allowed for normal functioning. Medical shops and patients are advised to give priority to home delivery of medicines. Petrol pump operators have been asked to distribute POL (Petrol, Oil & Lubricant) to government vehicles, pvt vehicles being used for government works, vehicles being used in medical emergency, ambulance, vehicles being used for LPG distribution and vehicles being used by journalists on duty.
 
All the government offices central/state government/semi-government and private offices would remain closed during the lockdown period. Milk parlour and milk distribution would be allowed from 6 am to 8 am in the morning followed by 5 pm to 6.30 pm in the evening. The District Collector has made it clear that no other shops should be remained opened during the lockdown period. Grocery shops, which are also selling milk, can open during the above mentioned time. However, they cannot open their shops, rather they can sale outside their closed shops. Timing for pet shops would be same as milk parlours. LPG distributors would only take online/telephonic order.
 
Industry houses have been asked to ensure accommodation for their workers and staff to operate their industries during the lockdown. All the liquor shops would remain closed in the district. All the religious places, cultural and tourism spots would also remain closed. Public meetings, procession etc. are strictly prohibited. Food for patients in home isolation would be arranged by the administration in case of any difficulties. They can dial 0771-2445785/4320202. Covid-19 related work by the tracing team, surveillance team, home isolation team etc. would be operational. Vehicles engaged in the transportation of Covid patients would do their duty. People travelling out of Raipur in emergency situation will have to collect e-pass, which is mandatory.
 
Only three persons, including driver, in the four-wheeler and two persons on two-wheeler are allowed to travel in emergency situation. In violation of this order, vehicles would be seized for 15 days and other provisions would be imposed. Mediapersons are advised to try to do work from home. If journalists need to go for field work then need to keep their identity card with them. The previous order regarding Sunday lockdown has been cancelled by the District Collector. Strict action would be taken against people/organisations under Section 188 of Indian Penal Code (IPC) 1860 in case of violation of lockdown order by them. As the lockdown will be strict this time, additional police force will be deployed to restrict unauthorized movements on the road. BILASPUR: District Collector Saransh Mittar has announced weeklong total lockdown in Bilaspur district from September 21.
 
During the lockdown, the markets will remain closed, including vegetable and grocery shops, business establishments, offices and educational institutions. However, emergency services like milk, fuel stations and medical shops will be spared during the lockdown. District Collector Saransh Mittar, Superintendent of Police Prashant Agarwal, Bilaspur Municipal Corporation (BMC) Commissioner Prabhakar Pandey, Sub Divisional Magistrate (SDM) Devendra Patel and other police and administrative officials will constantly visit all the important pockets in city and ensure strict implementation of the orders.
 
Anyone found moving on the roads without reasonable cause will be intercepted by the authorities. People have been asked to stay at home during the lockdown and go out only in case of emergency. Most of the government staffers have been instructed to work from home. All public transport services like bus, taxi and auto-rickshaws will remain closed. However, emergency services like milk supply, medical, fuel stations and essential services will remain open during the lockdown. According to the Government orders any outsiders coming to Bilaspur will be home quarantined and they have to follow the Government guidelines strictly.
 
After the announcement of the complete lockdown in Raipur, there was confusion as to whether banks will remain open or not. The order of the district administration clearly states that no offices, private or public will remain open. Since banks come under the central government the order also applies to them. However on the prevailing confusion the district authorities informed that they would come out with a clarification on Sunday.
