The All India Council for Technical Education (AICTE) has instructed institutions and colleges for not charging of fees for those portions which are not accessible to students during the Covid-19. The circular issued by the AICTE reads, “All institutions/colleges are strictly advised to charge the fees commensurate with the facilities that they are providing during pandemic and not charge fees for those portions which are not accessible to students during coming semester; failing which action will be taken as per prevailing rules.”

The circular also reads that AICTE has been receiving complaints from students/parents that some of the institutions are charging hostel/transport fees during Covid-19 pandemic whereas these facilities are not availed by the students. Therefore institutions should charge only maintenance charges of mess and transport. The AICTE has also asked the institutions/colleges to ensure safety precautions during the threat posed by Covid-19 which is fundamental responsibility of all citizens of India. Likewise, heads of institutions have the onerous responsibility of safeguarding the health and associated interests of all stakeholders of their respective colleges/institutions.

The AICTE also mentioned that entire world, including India, is going through a National Emergency that has arisen due to the outbreak of Covid-19 pandemic. Government of India, Ministry of Home Affairs has issued guidelines on the measures to be taken by Ministries/ Departments of GoI and other establishments, for containment of Covid-19 in the country from time to time.
