Sub-committee to check Land Revenue Code, suggest amendment proposal

A sub-committee was formed to look into the amendments to be made to the rules of Land Revenue Code for tribal land transfer as Chhattisgarh Tribal Advisory Council meeting held on Monday under the chairmanship of Chief Minister Bhupesh Baghel. The amendment will aim at protecting the interest of tribal community. The committee will examine the rules regarding the sale of tribal land to non-tribals in the code of land revenue and will submit its report in the next meeting.
 
The status of issuing and revoking the caste certificate was reviewed in the meeting. Displacement proposal of three villages Tilaodabry, Birarpani, Chirhatta in Achanakmar Tiger Reserve was approved. Each displaced family will be given Rs 10 lakh or two hectares of land and 5,000 square feet of fence, along with road facilities including drinking water and land at the appropriate place with the consent of the family. Similarly, consent was given for the displacement of a total of 19 villages in the area. A report to be sent to the Governor on the administration of scheduled areas, it was decided in the meeting. The Chief Minister said that revenue records should be corrected by surveying Orange areas in forest areas. To solve the revenue related problems in the villages, a special campaign should be launched for the settlement. Under this, camps should be organised in villages.
 
He said that individual leases and community leases are also being given under Forest Rights. The Chief Minister said that for this, necessary action should be taken. He informed that more than 40 thousand individual / community pattas have been distributed by the Government in the last year and a half. From Bastar to Surguja, he himself took a meeting and directed to expedite the implementation of this process. The Chief Minister asked the members of the Advisory Council to send their suggestions regarding the ‘Masahati’ villages to the departmental minister and the secretary. As many as 14,750 seats have been approved in 21 new hostels from the academic session 2020-21.
 
Chief Minister Baghel asked the members of the council to send proposals for the dilapidated hostel and buildings, so that necessary measures can be taken for their restoration. It was agreed to include primitive tribe representatives as special invitees in the Tribal Advisory Council.
 
A letter has been written to the Government of India regarding raising the income limit for the grant of post-matric scholarship. The members suggested that due to compensatory seat reserved for Scheduled Tribes in vocational courses in higher education including medical colleges, children could not get admission in these institutions. Appropriate action should be taken for higher education of such children. So that the vacant seats are filled and the students of the tribe can get benefit. The Chief Minister, after studying the rules of the DMF Fund, assured to take action in this regard.
 
 
CM releases additional Rs 5 cr for five district Chief Minister Bhupesh Baghel on Monday released additional fund of Rs 5 crore from Chief Minister’s Relief Fund to combat covid-19 in five districts which have registered record spike in coronavirus cases in the recent days. While Rs 2 crore has been allotted to the District Collector of Raipur which has so far witnessed highest spike in the number of Covid-19 cases, Rs 1 crore each has been allotted to Durg and Bilaspur districts. Similarly, Rs 50 lakh each has been allotted to Rajnandgaon and Raigarh districts of State. The Chief Minster has taken this decision keeping in mind these districts have emerged as highest contributors to the Covid cases. Meanwhile, Chief Minister chaired a meeting of Jan-Jaatiya Salahkar Parishad on Monday. The members of the Parishad joined the meeting through videoconferencing. Tribal Welfare Minister Dr Premsai Singh Tekam and other Cabinet ministers attended the meeting.
