Inching closer to concept of paperless office, Indian Railways has launched Human Resource Management System (HRMS) to integrate everything related to establishment matters of nearly 12 lakh employees on its rolls in one single application.
 
Railway Board formally notified end of the manual system by launch of HRMS that integrates various aspect of employees dealing vis-a-vis Personnel Branch. Now, the modules of Employee Master & e-SR, e-Pass, Officer Order, e-APAR, PF Loan & Advance, Settlement Module, Employee Self Service (ESS), Post Retirement Complimentary Pass and Widow Pass Module are included to ensure hassle free functioning. In short, HRMS is complete digitisation of HR process and supposed to be game-changing initiative.
 
HRMS aims to cut down the red tape and switch over to on-line mode of functioning. So far, eight modules of the application are launched and remaining are in pipeline. It now handles all applications/requests regarding issuance of Complimentary Pass/PTO for serving employees, PF Loan & Advance. Settlement in Employee Self Service Module. Apart from regular employees, for Pensioners also HRMS would provide ease in matters of Pass, Pension related aspects. In fact, now pensioners would not even need to visit division headquarters for their issues and everything is available on-line.
 
In short, HRMS captures all career events of an employee from Entry in IR till time of Exit. Also it would generate all office orders and simultaneously updates all data in HRMS/IPAS from joining/relieving date, all being done on-line. The switch over to digitised format is aimed at ensuring transparency for all stakeholders, including employees concerned as they would also get automatic updates through SMS.
 
The E-APAR Module of HRMS includes all the features of SPARROW and for ease of use of all stake holders, in terms of writing APAR for non-gazetted employees of all departments of IR a bilingual format of rating (e.g. for Very Good, Outstanding, etc) is also made available. User will get a list of possible texts based on part of text typed to make the experience of writing APAR smooth. Auto mapping of APAR format to employee based on Pay Level, Designation and Department. Auto-fetching of existing details(Name, deptt, designation, pay level, etc) as Part-I, Personal Data of APAR Security - Comments and Grading by Reporting, Reviewing and Accepting Officer is stored in encrypted format with their respective DSC. Final APAR in PDF format is digitally signed by the Accepting Authority.
 
As to transparency, concerned employee will get instant message as soon as APAR is accepted and they can view the final Accepted copy in their respective HRMS account. Multiple MI Scan will also be generated based on available data for monitoring the progress of APAR.
