7th Pay Commission scales notified for NMC employees

In a new year gift for the civic employees, Municipal Commissioner Radhakrishnan B has approved implementation of recommendations of 7th Pay Commission from month of January paid in February.
 
On Friday, Vijay Kolhe, Chief Accounts and Finance Officer (CAFO), Nagpur Municipal Corporation, issued a notification intimating about the 7th Pay scales for civic staffers and tasks to be completed before hand for smooth implementation of the same.
 
Earlier, Mayor Dayashankar Tiwari had broached up topic about 7th Pay Commission recommendations with Municipal Commissioner during informal talk held between them.
 
CAFO in an internal communication has asked respective department heads to prepare pay sheets for their staff fixing new basic pay and other salary structure w.e.f 01/01/2016. The current pay scale of employees will get merged in the gradation of 7th Pay with notional increment to arrive at new pay scale. Means though the respective yearly increments would be added in basic pay arrived after the fitment but employees and civic run school teachers won’t get arrears from back date. The actual salary as per 7th Pay scales would be effective from September 1, 2019, and so would be the arrears till end of December 2020. The notification also made it clear that no arrears would be paid to employees for the period from 01/01/2016 to 31/08/2019.
 
The letter from Accounts Department mentioned that process to apply 7th Pay scales started in August and September 2019 onwards as per directives from Department of Finance issued on August 26, 2019.
 
After preparing the draft, NMC dispatched the same to Urban Development Department (UDD) seeking its approval and same was received on December 8, 2020. While accepting NMC’s proposal, UDD made it clear that the civic body would have to make appropriation for any additional financial burden under salary heads and State would not bear the cost. The FACO has asked all the civic departments to update their internal records like undertaking, option form and pay fixation and same be included in their service records and submit the list to Account Department by January 20. Post fixation in case any employees has issues about salary structure then same can be rectified within a period of three months. Also it is made clear that in case there is excess payment due to wrong calculation or fixation same would be recovered from salaries of civic employees and undertaking about the same should be taken from all.
