Waraseoni,

Sarpanchs of many village panchayats submitted memorandum to CEO, Janpad, Deeksha Jain seeking abolishing sand royalty for construction works in Panchayats. The delegation of Sarpanch was led by Jila Sarpanch Sangh President Jitendra Rajput. They also informed the CEO about various problems they are coming across like non payment of wages in village panchayats, many hurdles coming across in completing the construction works and others. CEO Deeksha Jain has assured them for taking out solution to their problems. Jila Sarpanch Sangh President Rajput informed that at present, many works in village panchayats have to be completed under head of SBM, MGNREGA, !5th Finance Commission and others . but Sarpanch are facing many problems in completing these works. He informed that in the construction works, in the estimate, market royalty value of sand , is not being given. Hence problems arise in making available sand for the construction works.

Hence Sarpanchs are demanding that in the estimate, market value of the sand should be added or village panchayats should be provided sand for construction works but on free royalty. Rajput also informed that CSR rates refereed in estimate of the construction works are very old. But in present time, rate of each materials has increased by 30-35 percent. Further, timely payment of many works done under MGNREGA like construction of sockpit, community sock pit, nadep, individual nadep and other works, are not being done timely hence Sarpanch are not getting construction materials for others works on credit. Shopkeepers are not ready to given materials to Sarpanch as in coming 2-3 months Panchayat election would be held and payment might get withheld again. Rajput on behalf of Sarapanchs also stated that in MGNREGA, works of pond renovation pond, field embankment, CPT and others works are being sanctioned. But in reality in last six years, renovation of most of the ponds have been done, field embankment works has been completed in fields of 99 percent small and marginal farmers.

Hence TS should be sanctioned for works like levelisation of roads of remote area, approach road to fields, and others. While submitting memorandum, Sarpanch Jitendra Singh Rajput, Chaya Suresh Bisen, Deepak Bhagat, Veena Shukla, Laxmichand Nagpure, Palgiri Goswami, Deepika Wahne, Chini Baghele, Khemraj Dohre, Angraj Patle, Anita Budesh Bisen and others, were present.
