Chhattisgarh Cabinet on Saturday ayed the proposals of the School Education and Higher Education Departments for reopening of schools and colleges and as per the Cabinet decision, all schools and colleges will be reopening from Monday, February 15, 2021. However, schools will be reopened for students from Class 1X to Class XII. The Cabinet meeting chaired by Chief Minister Bhupesh Baghel also decided upon commencing of all training programmes under Skill Development initiative in State. However, while running classes in schools, colleges, universities and otherwise, all guidelines and protocols regarding COVID-19 pandemic issued from time to time by State and Centre have to be complied with strictly. In case any student is found suffering from cold, cough and fever, such student shouldn’t be allowed to attend the class and should be sent for COVID-19 tests immediately.
 
The Cabinet also approved the constitution of a Special Force called ‘Bastar Fighters’ in all districts of Bastar division. As far as available information, it would be a fresh recruitment from interior areas of the Bastar Range. The idea is to provide more opportunity to local youth to get employed as well as serve their own society by means of getting into security forces. There would be special relaxation in height and educational qualification to accommodate more native population into ‘Bastar Fighters’. Cabinet has also approved the draft Chhattisgarh Appropriation Bill, 2021 for presentation of Budget Demand Proposals for the third Supplementary Budget 2020-2021. It also approved the draft Chhattisgarh Appropriation Bill, 2021 for presentation of Budget Demand Proposals for the Financial Year 2021-2022. The Cabinet also approved the draft speech of the Governor to be read during commencement of Tenth Session (Budget Session) of the Fifth Chhattisgarh Legislative Assembly commencing from February 22, 2021.
 
The Cabinet approved implementation of Rajiv Nagar Awas Yojana for providing housing for homeless under all categories in all districts. Under the scheme, Chhattisgarh Housing Board will be provided government land at Re 1 per sq feet. Under the scheme 1 lakh houses will be constructed in all urban, semi-urban and big towns in State. The Cabinet while taking a significant decision towards making the Godhan Samitis and Self Help Groups working under Godhan Nyay Yojna, atmanirbhar, wherein, Rs 5 will be paid as cost price for cow-dung to the concerned Gothan Samiti from the per kilo sale proceed of vermin-compost sold at Rs 10 per kilo. Similarly, Rs 0.65 will be paid to Self Help Groups against processing and packaging fee. For marketing of vermin-compost, a commission of Rs 0.45 and Rs 0.05 will be paid to Large Area Multi-Purpose Societies (LAMPS), Primary Agricultural Cooperative Societies (PACS) and cooperative banks against sale of per kilo vermin-compost.
 
It was also decided that the profit earned from the sale of per kilo vermin-compost will be divided between Self Help Groups and Gothan Samitis at 85:15 ratio. The Cabinet also approved reduction of premium rate for allotment of land for the purpose of establishment of good academic institutions from existing Rs 3,706 per sq mt to Rs 2,475 per sq mt at Nava Raipur in sectors where extended layout has not been prepared. The allotment will be made through a tendering process and the rate will remain valid till May 31, 2022. The Cabinet also revised the development charges in order to encourage investment, employment and habitation in Nava Raipur, wherein, average 10% to 21% rates have been reduced on premium rates. It also approved a proposal for allotment of land in Nava Raipur for various projects at reduced premium rate. The Cabinet approved the proposal of Chhattisgarh Excise Policy for the financial year 2021-22 along with approval of draft amendment for reconstitution of Chhattisgarh State Rural and Other Backward Class Area Development Authority and Chhattisgarh State Rural and draft Other Backward Class Area Development Authority Fund Rules 2020.
 
It also approved the draft amendment of Sub-rule 1 and Sub-rule 2 of Section 31A of The Prisoners Act, 1900. The Cabinet also took many other significant decisions including allocation of 15 percent of the profit earned from tendupatta trading to collector samitis for lac cultivation and trading of nationalised forest produce, approval of draft MoU document to be signed between private investors and Chhattisgarh State Minor Forest Produce Federation for establishing processing units, DGPS survey of forest areas through CAMPA funds, approval of draft Right-of-Way policy for development of Chhattisgarh Telecommunication Infrastructure along with some other decisions.
