Education Secy assures Lecturer Union of promoting E & T Cadre to post of principals

New order to be issued on time pay scale, assured School Education Secretary Dr Kamal Preet Singh
 
Process for the reappointment of teachers retiring by the end of this academic year (April 30) has been initiated 
 
A delegation of Chhattisgarh Lecturer Union met with School Education Department Secretary and Public Instructions Commissioner Dr Kamal Preet Singh and acquainted him with numerous problems pertaining to lecturers and principals. The delegation was led by Union state president Rakesh Sharma. Union state general secretary Rajiv Verma, Abhay Mishra, joint secretary Janak Sahu and Santosh Chincholkar were present in the delegation. The delegation was asked by the School Education Department Secretary about the promotion of lecturers of E and T cadre in School Education Department to the vacant posts of Principal. The Secretary asked as to why the promotion is being hindered. In reply, the delegation of the Union said that there is a stay from the Court in this regard and the government did not take proper initiative on the issue after June 25.
 
The Secretary issued prompt instructions for action on the matter and assured the delegation of promotion of lecturers to the posts of principals. The delegation informed Dr Kamal Preet Singh that the verification of service book in the Divisional Treasury and Accounts Office was not done by the Joint Director, DPI, even after the approval of the time scale. The delegation further informed DPI Commissioner Dr Singh that the office of DPI considered Time Pay Scale Approval Officer as competent authority for promotion as per an order issued on July, 2020, which is wrong and against the principles of time pay scale. The delegation urged for an amendment to it and said that it should be the first appointing officer should be the competent authority.
 
The Secretary after examining the order of 2010 regarding the time pay scale assured the delegation to issue new order or approve the order issued from the Joint Director’s Office. A memorandum was submitted to the Secretary seeking 5,400 grade pay to the assistant teachers and proper decision regarding 7,600 grade pay for lecturers got direct recruitment after a thorough examination. In the Education Department, till the order of house rent allowance on the new pay scale is not made, a demand was made to provide house rent allowance on the basis of basic pay calculated on the notional increment on the previous pay scale, as per the opinion of the Chhattisgarh Government Finance Department. The Lecturer Union also demanded to not close Hindi medium schools on the opening of new Government excellent English medium schools. The delegation also demand to sanction part-time sweeper posts in the schools upgraded under the Education Department. On the Union’s demand of reappointment of the teachers retiring during the academic session(April 30), the School Education Secretary said that the process for the same has been initiated, said Sharma.
