‘Governor should shun her stubbornness and sign reservation bills’

Chief Minister Bhupesh Baghel said that Governor Anusuiya Uikey should leave her stubbornness and sign the reservation amendment bills.
Talking to media persons at Police Line Helipad in the state capital before leaving for Nawagarh legislative assembly of Bemetara district on Thursday, Chief Minister Baghel said that the stubbornness of the Governor is delaying the reservation amendment bills. Due to the stalling of the reservation amendment bills, the rights of all sections are being violated. Youth from Scheduled Castes, Scheduled Tribes, Other Backward Classes and Economically Weaker Section (EWS) are being deprived of their rights. How the Governor is utilising her power to seek information from the State government and the constitution does not give this right to the Governor, he pointed.
Baghel said that there is a rule in the constitution that at the cabinet level, information related to administration work of State is given to the Governor. But the reservation amendment bills were presented in the Legislative Assembly, passed and sent directly to the Governor.
Under Article 200 of the constitution, the bill is presented in the Legislative Assembly and is passed by the Assembly and it shall be presented to the Governor and the Governor shall declare either that she assents to the Bill or that she withholds assent there from or that she reserves the Bill for the consideration of the President, he added.
Asked on the BJP leaders’ allegations over the reservation amendment bills, the Chief Minister said that why is the BJP not demanding the Governor to sign the reservation amendment bills? People from different sections of the societies are agitating over delay in implementation of reservation. Law and order may be disturbed due to the upcoming protest, Baghel said.
The BJP is stalling the reservation amendment bills by putting pressure on the Raj Bhavan through back door, he added. Responding to another query on whether there was security lapse in Rahul Gandhi’s Bharat Jodo Yatra in Delhi, Baghel said that there were laxity in the security of Rahul Gandhi when Bharat Jodo Yatra entered Delhi. The police of Delhi come under the Central government. Delhi Police did not make proper security arrangements. There was a situation of chaos and it is unfortunate and also a matter of concern, Baghel said.
Asked another query on the State government hiking the power tariff, Baghel said that the State government increased Variable Cost Adjustment (VCA) because of it there is a hike of 49 paise in the VCA charge.
The State gets electricity in three ways- one from the power plants of State, the other is from NTPC and the third has to be bought from the market. If there is a demand, then the State Government takes the rate from the private party. Now, NTPC has increased its rate. Prices have been affected for two reasons due to coal and expensive fuel, Baghel clarified.
