Collector and District Magistrate Avinash Lavania has issued prohibitory orders under section 144. This order will be effective till the completion of the general elections of three-tier panchayats in Bhopal district.
In view to maintain peace and public order until the competition of the general elections of the panchayat election with the implementation of the model Code of Conduct, carrying weapons and raising communal and objectionable slogans, use of fireworks to prevent undesirable activities of anti-social and communal elements, orders have been issued to prohibit the use of unlimited number of vehicles in convoys and unlimited number of loudspeakers.
Model Code of Conduct has come into force with the announcement of the general election year 2022 of panchayats in Bhopal district. With the announcement of elections, political activities, processes, demonstrations and meetings will start. In view of the mutual rivalry among the workers of candidates in the elections, and for public peace and public security, in the area of village panchayats, constituencies and wards of Bhopal district, till the end of the elections, process has been started to prevent the activities of anti-social and communal elements in the elections. It is necessary to regulate raising of objectionable slogans, regulate the use of fireworks and loudspeakers and to prohibit the display of weapons and limitation on convoys of unlimited number of vehicles, etc.,
so that the Code of Conduct can be followed. No person, even if he is a weapon license owner, shall keep, carry or display firearms, sharp-edged and lethal weapons in a public place, but the above-mentioned restrictions are imposed on the public.
No person or group shall use firecrackers, loud explosives, etc., on public roads, in political programmes, rally or meetings without permission.
During this period, no one shall use more than three vehicles in any political rally or convoy for propaganda purposes without permission. During this period, no political party, organisation, or person shall use loudspeakers for propaganda purposes without permission. No person shall raise any objectionable slogans against any particular community or religion or distribute any pamphlets which are objectionable and thereby hurt the religious sentiments of any religion and disturb communal harmony and peace.
In the district, any kind of meeting, rally or procession will not be undertaken in public without permission. Meetings in educational institutions, government office complexes or rest houses will be strictly prohibited. The ban will not apply to officers, employees and police personnel on election and law and order duty. This order will be immediately effective. Action will be taken against the person violating this order under section 188 of the Indian Penal Code.
