The State Assembly was plunged into an uproar on Thursday also when an Opposition MLA Panchilal broken in to tears saying “I was beaten up by the police, BJP MLA tried to strangled and my life is in danger”. Like Wednesday, the House proceedings started with a ruckus on Thursday. At the beginning of the Question Hour, Leader of Opposition Dr Govind Singh raised the issue of misbehaviour with the MLA. There was a fierce debate between Parliamentary Affairs Minister Dr Narottam Mishra and Leader of Opposition Dr Govind Singh on this matter.
The Leader of Opposition demanded a discussion on the MLA’s claim. Due to the huge uproar, the proceedings of the House had to be adjourned for a while. Later, when the House reassembled, the uproar pandemonium continued. After this on the request of Minister Bhupendra Singh, the Speaker adjourned the proceedings of the House indefinitely.
Thursday was the third day of the Monsoon Session of the Legislative Assembly. Before the commencement of the session, Congress MLAs sat on a protest in front of Gate No. 3 of the Assembly. The MLAs were trying to enter the Assembly building raising slogans.
While talking to the media here, Panchilal Meda wept, claiming, “On Wednesday when I was going to the Speaker in the Vidhan Sabha, the policemen beat me up at the gate. I told the Speaker that such an incident had happened with me, later BJP MLA Umakantji shoved me. He tried to kill me by strangulation. I said, why should I not take up the issue of rehabilitation in my area. In my area, the Government did not make any arrangement for rehabilitation. Farmers are forced to live in forests. Where do these 500 families go? CM Shivraj did not go there till today. When I raised my voice, I was attacked under the conspiracy. I do not have the right to tell the Speaker and the Home Minister? I survived a deadly attack. I don’t want security, the security I have been given should also be taken. I am ready to die for the farmer brothers,” he said. He alleged that the policemen beat him up in the Assembly. BJP MLA from Sironj, Umakant Sharma, pushed and tried to strangle his throat. “My life is in danger”.
Congress MLA Jitu Patwari consoled MLA Panchilal. MLA Patwari also made allegations that the Congress demanded the resignation of Home Minister Narottam Mishra, questioning the law and order in the House. Congress MLA Jitu Patwari accused the BJP MLA. Congress MLA Panchilal Meda’s life is in danger, he said. He demanded the Government to provide security to him.
House proceedings had to be adjourned: Parliamentary Affairs Minister: Parliamentary Affairs Minister Dr Narottam Mishra said that the Opposition does not want the House to function, the reason for this is the exposure of the Opposition. They do not even have a speaker, so they create obstruction in the functioning of the House by creating ruckus.
Important issues need to be addressed: Congress on Thursday was also preparing to question the Government on issues like CAG report regarding nutrition scheme, incident of rape of girl child in school bus in Bhopal, assault on officers by liquor Mafia in Dhar. On Wednesday, there was a ruckus in the House from the very beginning. The legislators of the Opposition and the Opposition had accused each other of indecency. The Assembly could run only till 1.15 pm and after the statement of CM Shivraj Singh Chouhan, the Opposition MLAs sat on a protest in the well.
11 Bills, including Supplementary Budget, passed in 45 minutes: Today, the proceedings were over in 45 minutes. Amidst the uproar, the supplementary amount of Rs 9,519 crores was passed without discussion in the House, while a time of two and a half hours was fixed for this. Apart from this, 11 bills were also passed without discussion. Out of these, four were to be discussed today, while 7 bills were to be discussed after a day, but amidst the uproar, the ruling party got all the bills passed without discussion. Proceedings of Assembly were adjourned sine die. Session which was supposed to last for five days ended in just two and a half days. As soon as proceedings began on Thursday, Leader of Opposition Govind Singh demanded a discussion in the matter of nutritional food. He said that the Speaker had given an assurance for discussion in the House, so the Opposition should be given an opportunity to speak.
Minister Narottam Mishra said that the Speaker had not given any assurance that the discussion would be held. Mishra said that the matter has been resolved. Assembly Speaker Girish Gautam said that the CM has given his statement on the matter. I had said that I would give a chance to the Leader of Opposition and MLAs to speak after the CM’s statement, but uproar continued.
The Speaker told the Leader of Opposition that let there be Question Hour, after which they would sit in the room and discuss, but the Opposition was not ready for it. When commotion in the House did not stop, first proceedings of the House were adjourned for 10 minutes and then till the Question Hour.
Total 11 Bills, including Supplementary Budget, were passed in 45 minutes.
As soon as proceedings of the House started, ruling party MLAs and Opposition reached the well and started shouting slogans against each other.
