Taking cognisance of the news report ‘Terrible Menace: Nylon Manja’ published in ‘The Hitavada City Line’ on Tuesday, the Nagpur Bench of Bombay Court, on Wednesday, directed District Collector to explore the possibility of providing ad-hoc compensation to the parents of Ved Shahu (10) who died due to ‘Nylon Manja’.
Throat of Ved was slit by the sharp ‘nylon manja’ when he was returning home on the two-wheeler of his father on Saturday. He was taken to a hospital where he breathed his last the next day.
The Division Bench of Justice A S Chandurkar and Justice Vrushali Joshi conducted hearings on the suo-motu public interest litigation (PIL). Various directives have been already issued by the court on the ‘nylon manja’.
Amicus curiae Adv Devendra Chauhan invited the attention of the court to the news report during the hearing. Adv Chauhan further submitted that despite various directions issued earlier, the use of ‘nylon manja’ continues to prevail.
“Steps have to be taken to prevent the use and sale of ‘nylon manja’ during the entire year and not just during the kite-flying season,” he said and suggested that directions should be issued to curb and prohibit use of af ‘nylon manja’ by calling upon public to dispose the manja by providing a particular window period.
He also submitted in the court that despite directions having been issued to the Cyber Cell to prohibit sale of ‘nylon manja’, even today online advertisements can be seen for sale of ‘nylon manja’. Facebook and India-mart have not responded despite notices being served to them.
The court also proposes to get a response from the State Environment Ministry considering issuance of a notification similar to the one issued by the Government of NCR of Delhi dated January 10, 2017. The court will consider issuance of further directions after receiving the aforesaid response.
