On Tuesday, Chief Minister Shivraj Singh Chouhan has said that all unauthorised colonies built by December 31, 2022, will be made legal. Necessary funds will be made available for development of these colonies. All arrangements related to infrastructure will be made. Along with water and electricity, other arrangements will be ensured. Development fee will not be charged from the poor residents of these colonies. The built houses will be accepted and given permission in the same condition. He said that now if the illegal colony comes up, it will be the responsibility of the concerned officials. Officers must keep a close watch on this. Illegal colony should not come up at all. Chief Minister Chouhan made these announcements in the programme of regularisation of unauthorised colonies and civil infrastructure development and building permission grant at Chief Minister’s residence. The programme began with Kanyapujan.

Chief Minister said that the aim of the Government is to make life easier for the people. He gave necessary instructions for this to the Urban Development and Housing Department. Now the citizens of legalised colonies will be able to get bank loans. The amount of MLA and MP fund can be released for development. He said that resident associations should also be formed in the colonies. A public campaign should be started with the intention to ensure that the colonies do not lag behind in cleanliness. After the house is built, it is our duty to keep the entire environment clean. All citizens should take care of cleanliness and hygiene.

Urban bodies should extend necessary co-operation to the resident association Chouhan said that unauthorised colonies are being made legal. Here all the urban bodies should provide necessary co-operation to the resident associations. Attention should be paid to making the colonies clean and beautiful. The Chief Minister said that our home is the most beautiful. It is the dream of every person to have a house of his own in life. Food, clothes and shelter are the basic needs of life. Life cannot be spent without a house. A house is not a building made of bricks and mortar, it is a holy temple. A house is a dream home for our children. In Indian culture it is believed that it is necessary to build a house for our children. Lower middle class families live in cities, people coming from their native places for work and children’s education wish to have their own house. The saving of the whole life is invested in the house by adding every penny. Sometimes they take such plots which are unauthorised. After the house is built on it, it comes to notice that it is illegal. This is not justice to the citizens. The stigma of being unauthorised has to be removed. It is not illegal to build your own house. The state government is running the Chief Minister’s Residential Land Rights Scheme in the villages. Years old patta holders are also being made owners in the cities. Similarly, those who build houses by spending their hard-earned money throughout their life cannot be considered as unauthorised. Colonisers should not mess up, control is also necessary on this.

Poor will get meals in cities for Rs 5: He said that poor people coming to the city for work should be provided meals for Rs 5 under the Deendayal Rasoi Yojana. No person should sleep hungry in the state. He said that action should be taken to remove the encroachments but keep a balance in it. There should not be any crisis on the livelihood of the hand cart pushers. Chief Minister Chouhan gave token permission certificates to some citizens. Urban Development and Housing Minister Bhupendra Singh said that action is being taken to legalise 6077 unauthorised colonies of up to December 31, 2016. Singh has urged the Chief Minister that if a decision is taken to legalise unauthorised colonies of up to December 31, 2022, then residents of 2,500 colonies will be additionally benefitted. He said that the maps of such houses built in these colonies, which are coming within the limits of compounding, should be passed. Singh said that if the provision of charging development fee from poor residents is abolished, lakhs of poor people would be benefitted by it. If offline process is adopted to pass the maps of these colonies, then it will be convenient. Singh said that now the residents will be able to get all building permissions, sanctions and eligibility for bank loans. Development works will be possible from regular schemes like Amrit Yojana, infrastructure head and MP and MLA fund etc. Valid connections of drinking water, sewer and electricity will be given.

Minister of State for Urban Development and Housing OPS Bhadauria said that today’s programme is to give hope and respect to about 20 lakh families. He said that those who are deprived of basic facilities will now get all the necessary facilities. Principal Secretary of Urban Development and Housing Neeraj Mandloi said that initial publication of 6,77 eligible colonies has been done. Out of these, preliminary publication of the layout of 1,662 colonies, final publication of the layout of 1,336 colonies and the work of granting building permission is being started in 1,122 colonies.  Today, 500 building permission certificates are being distributed. The process of regularisation of all eligible colonies will be completed by June 30. Programmes were organised in all the districts. The live telecast of the main programme was done in the urban bodies. Mayor of Municipal Corporation Bhopal Malti Rai proposed a vote of thanks. Medical Education Minister Vishwas Sarang, Water Resources Minister Tulsiram Silawat, MP Pragya Singh Thakur, MLAs Rameshwar Sharma and Krishna Gaur, Chairman of Municipal Corporation Kishan Suryavanshi, former Mayor Alok Sharma, corporators, public representatives, Commissioner Urban Administration and Housing Bharat Yadav and residents of newly-legalised colonies were present.
