The State Home Department has formed a special committee called the "State Level Vigilance Committee" to keep an eye on investigations into theft cases where stolen items were sold to jewellers. These new guidelines aim to ensure fairness and efficiency in handling such cases, stated the Government Resolution. One interesting aspect of these guidelines is the focus on treating cooperating traders respectfully during investigations. It's stressed that police officers should maintain professionalism and not treat them like criminals. Another key point is protecting innocent jewellers while ensuring quick punishment for the guilty. The guidelines also establish vigilance committees at different levels to deal with issues in the bullion industry.

The Director General of Police, will set up the "State Level Vigilance Committee" to oversee these guidelines. Detailed instructions have been sent to all police units in the state. The guidelines include conducting thorough inquiries after arrests, keeping records of stolen jewelry, and involving only police personnel in investigations. Before inspections, vigilance committees must be notified, and relevant authorities must be informed before recovering stolen goods. The guidelines stress professionalism from officers and cooperation with compliant traders. The guidelines also have been put in place to strengthen the relationship between jewelers and. For jewellers, the GR stated that jewelers are urged to maintain comprehensive records of their staff members and customers involved in gold and silver transactions and ensure that their contact details are up-to-date and readily accessible.

Additionally, stringent measures are recommended, such as verifying the identity of persons conducting transactions through official identification cards and keeping records of such verifications. Furthermore, jewelers are encouraged to quickly report any suspicious activities, particularly those involving the sale or mortgage of gold or silver goods, to the police. To bolster security measures, the guidelines suggest the installation of modern CCTV systems in jewelry shops. Moreover, jewelers are expected to cooperate fully with the police and provide timely and accurate information as required for investigations.
