After taking decision to implement the amended Maharashtra Gunthewari Act 2021 in Nagpur Metropolitan Region Development Authority (NMRDA) it was brought into force from January 2024. But the actual implementation of the Act is yet to begin. It took a lot of time for the agency to implement the Act in NMRDA despite its implementation by Nagpur Improvement Trust, Nagpur Municipal Corporation, all Nagar Parishads, and even by Pune and Mumbai Metropolitan Authorities. ‘The Hitavada’ has raised the issue consistently. Applications were invited by NMRDA and NIT both from the plot-holders. The date of receipt of such applications was last extended till January 31, 2024. For the process, the agency has also collected fees of Rs 3,000 per application, including Rs 1,000 for registration and Rs 2,000 for land measurement.
 
Avinash Katade, Assistant Commissioner, NMRDA, said, “Till January 31, 2024, we have received 1,08,000 applications alongwith fees. As most of our staffers were busy in election duty, we could not start the measurement work.” Unfortunately, no application has been processed yet. The officials are citing various reasons, including that of staff crunch. The Government has independent Land Measurements Department. Now, to speed up the process, the department’s help can be sought. NMRDA officials say, the measurement of land would begin next week and will continue till July this year. According to a developer, the measurement work should have completed by now. Once rain starts, it will become difficult for the Government staff to conduct land measurement. It will further linger on the process leading to hampering the construction works, he added.
 
Devendra Fadnavis was very keen for implementation of the Act since long. He kept pushing the issues which will benefit thousands of people of this area. Non-implementation of the Act was causing a great problem to common people who purchased the plots, got their property registered and were pleading tje NMRDA to regularise the same and sanction building plan. As their wait gets prolonged, most plot-owners have started constructing their houses without getting any permission from NMRDA.
