Dr Raman Singh lauds CAG’s role as ‘Guardian of the Public Purse’

Speaker of Chhattisgarh Legislative Assembly Dr Raman Singh today inaugurated the ‘Audit Pakhwara’, organised by the office of the Principal Accountant General (Accounts & Entitlements) Chhattisgarh, in the state capital. The ‘Audit Pakhwara’ is being held from November 20 to December 9, 2025. The objective of this event is to commemorate the establishment of the Comptroller and Auditor General institution and to highlight the critical role of audit in strengthening transparency, accountability, and good governance in public administration.
 
Addressing the inaugural programme, Assembly Speaker Dr Raman Singh highlighted the long history of the CAG. He said, “I salute the 165-year historic journey of the Comptroller and Auditor General (CAG) and its role as the strongest pillar of the nation’s economic ethics. In the era of CAG 2.0 and Digital India, the role of auditing is no longer limited to merely ‘identifying errors,’ but has become a medium to promote ‘Outcome-Based Governance’ and enhance administrative efficiency.”
 
He further added that the Constitution of our country has granted special powers to the CAG to maintain the balance of democracy and ensure that public funds are used correctly and accountably. Dr Singh highlighted how the advent of Direct Benefit Transfer (DBT) system, has led to a society free from corruption and middle man. While giving example of yesterday’s DBT Transfer of 21st instalment of the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, he said that Prime Minister Narendra Modi, with a single click, disbursed money directly into beneficiaries’ bank accounts .
 
He further added that the CAG has upheld this sacred responsibility for 165 years, and it has firmly established its vital role here in Chhattisgarh as well. He mentioned, “Our priority in Chhattisgarh is to establish a competent, technology-driven, and citizen-centric governance model. I am confident that this ‘Audit Pakhwada,’ equipped with tools like AI, Data Analytics, and Real-Time Monitoring, will be a decisive step towards CAG+, playing a central role in it.
 
Transparency and accountability are the foundation of good governance.” In his address, Principal Accountant General (Accounts & Entitlements), Chhattisgarh Yashwant Kumar, “As the Principal Accountant General (Accounts & Entitlements), I am delighted to share the recent progress in financial transparency and efficiency achieved by our office at this platform of Audit Pakhwada 2025. Our office is playing a leading role in technology-based financial administration with significant accomplishments such as the successful implementation of ‘E-Kuber’, reducing the Monthly Civil Account submission deadline from the 25th to the 10th of the following month, and achieving over 91% data reconciliation.
 
In line with the vision of the CAG, we are now moving beyond ‘compliance-based checking’ to bring qualitative improvements in administration, thereby strengthening public trust. We have actively engaged in implementing Hybrid Audits, Data Analytics, and IFMS 2.0. Our goal is clear to prepare a completely transparent and accountable governance model through integrity, impartiality, and cooperation.” Secretary of Chhattisgarh Legislative Assembly Dinesh Sharma, Senior Deputy Accountant General Priyati Kawdo, Senior Deputy Accountant General M S Dahriya, Deputy Accountant General G Ezhilarasi, Deputy Accountant General Nitin Puke; all officers and employees of the Principal Accountant General’s office attended the inaugural programme.
