The upcoming Monsoon Session of the Madhya Pradesh Legislative Assembly, scheduled from July 28 to August 8, is poised to center around the presentation of the first supplementary budget for the financial year 2025-26. According to reliable sources, the proposed adjunct budget is expected to be approximately Rs 10,000 crore, with a pronounced focus on capital expenditure and infrastructure development.
 
Government departments have been directed to priorities proposals that align with on-going infrastructural initiatives, reaffirming the administration’s commitment to long-term economic growth. This will be the first supplementary budget in the State’s history to be crafted using the zero-based budgeting (ZBB) model. Under ZBB, every expense must be justified from the ground up, ensuring that allocations reflect current needs and strategic priorities. This marks a transformative shift in fiscal planning, aimed at bolstering transparency, accountability, and efficiency in public expenditure. Chief Minister Dr Mohan Yadav’s Government is also seeking central assistance of Rs 15,000 crore to support various unfinished projects.
 
The Public Works Department, which has come under scrutiny for deteriorating road conditions, is likely to receive additional funding to expedite key infrastructure related work. Earlier this year, Deputy Chief Minister and Finance Minister Jagdish Devda had projected the State’s Gross State Domestic Product (GSDP) for FY 2025-26 at Rs 16.94 lakh crore. He also unveiled the Government’s long-term vision document, ‘Viksit Madhya Pradesh 2047,’ which aspires to elevate the State’s economy to Rs 250 lakh crore by the centenary of India’s independence. Capital expenditure is expected to increase by 31% compared to the previous fiscal year, highlighting the administration’s emphasis on growth-driven investments.
 
The session will span twelve days, with ten sittings planned. As per official notifications, adjournment motions and call attention notices will be accepted starting July 22, setting the stage for a politically charged and economically consequential Assembly. With the opposition Congress party preparing to spotlight issues such as alleged corruption and the Ashok Nagar incident, the Monsoon Session is anticipated to be a defining moment in shaping the State’s legislative and developmental roadmap.
