Two-wheeler riders queued at a filling station after being denied for refilling fuel without helmet

District Magistrate and Collector Deepak Saxena has issued a prohibitory order under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, banning the sale of petrol to two-wheeler riders not wearing helmets at all fuel stations across the district. According to the order, petrol pump operators are strictly directed not to dispense fuel to any two-wheeler rider who is not wearing a helmet. The directive has been enforced with immediate effect and will remain in force for the next one month. The order clearly warns that any petrol pump found violating these instructions will face stringent legal action.
 
Violators may also be prosecuted under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023, which deals with disobedience of public orders. The order does not apply in medical emergencies or exceptional situations, but will be effective in all other cases. The restriction is in addition to any other rules or regulations in force. Collector Deepak Saxena emphasised that the decision was taken in the interest of public safety, particularly to protect the lives of two-wheeler riders who are more vulnerable in road accidents when not wearing helmets. The administration urges all petrol pump operators to cooperate in the enforcement of this rule and contribute to building a culture of road safety in the district.
