ASI flags deviations from approved estimate and conservation policy in restoration work
The Archaeological Survey of India (ASI) transferred the entire premises of the historic Old High Court building in Civil Lines to the Public Works Department (PWD) on September 30, 2026.
The development came to light during proceedings before the Nagpur Bench of the Bombay High Court in a suo motu Public Interest Litigation concerning the building’s preservation.
The PWD informed the court that the ASI’s sub-circle office and storeroom would be shifted to the remaining portion of the building after the conservation work is completed.
The ASI has also raised concerns over the quality of the ongoing restoration work.
In a letter dated October 23, 2026, it informed the PWD’s Chief Engineer in Nagpur that the work was not being carried out according to the approved estimate and the National Conservation Policy, 2014.
The ASI has been regularly inspecting the premises. Officials visited the site on October 6, 7, 23, 24 and 27. A Deputy Superintending Archaeological Engineer from the Regional Director’s office at Sion Fort, Mumbai, also visited the site on October 27 and held discussions with PWD officials.
The court was also informed about concerns over workers using drinking water to wash utensils. Instructions have since been issued to prevent wastage.
he ASI has no objection to workers using the drinking water facility available on the premises.
Meanwhile, a borewell on the premises has remained non-functional and in disrepair for several years. The High Court initiated the PIL on its own after concerns emerged over the condition of the historic building and its conservation. Advocate Ashutosh Dharmadhikari assisted the court as amicus curiae, while Advocate Deepak Thakre represented the government.
