BRINGING a major festive relief
to small traders in Bhopal and
across Madhya Pradesh, the
National Human Rights
Commission (NHRC) on Monday
directed all states and Union
Territories to ensure that street
vendors, hawkers, potters and
traditional artisans are not arbitrarily evicted or harassed during Navratri, Diwali and Chhath
Puja. The order, came after complaints of unnecessary and
inhumane action against vendors in several cities last festive
season, including seizure of
goods and heavy fines.
In its fresh directions, the
Commission said that vendors
must not be unnecessarily
displaced or deprived of their
livelihood during the festive period. Where relocation becomes
unavoidable on grounds of fire
safety, emergency access or public safety, authorities must provide suitable and accessible alternative vending spaces without
adversely affecting livelihoods.
The NHRC also barred arbitrary seizure of goods and directed that complaints of harassment, extortion or coercion be
examined promptly and action
taken as per law. It asked administrations to promote local trades
and locally made products in the
spirit of ‘Vocal for Local’.
For Bhopal, the directive holds
significance with Diwali markets
set to come up in New Market,
Chowk, MP Nagar and around
Shahpura and Bittan Market
lakes for Chhath.The Bhopal Municipal
Corporation and police will
now have to ensure compliance
after the orders are circulated
to District Magistrates,
Municipal Commissioners and
Superintendents of Police.
The Commission has sought
additional Action Taken
Reports in pending matters
from all Chief Secretaries by
October 18.
