A sustained, nearly six-month investigation into a suspected Islamic State (ISIS)-inspired online radicalisation module in Raipur has now earned Chhattisgarh cadre Indian Police Service (IPS) officer Rajshree Mishra the Kendriya Grihmantri Dakshata Padak (KGDP)-2026 for excellence in intelligence. The recognition marks a second KGDP for Mishra, a 2018-batch officer currently serving as Superintendent of Police (SP), Anti-Terrorism Squad (ATS). She had earlier received the honour for excellence in training, while her latest distinction acknowledges her role in an investigation involving two juveniles suspected of exposure to extremist propaganda.

The operation, conducted under her supervision, extended over nearly six months. ATS personnel developed intelligence through technical monitoring and information gathered from human sources, gradually establishing the nature of the suspected online activity. The investigation led to the identification of two minors allegedly associated with the circulation of ISIS-inspired material. Officials said the case required careful assessment of intelligence inputs and collection of digital evidence before legal proceedings could be initiated. The ATS subsequently took action under the relevant provisions of the Unlawful Activities (Prevention) Act, with the matter involving the juveniles handled through the prescribed juvenile justice process.

A chargesheet was submitted before the Juvenile Justice Board at Mana within the stipulated period. The investigation centred on suspected online radicalisation and dissemination of extremist content. No claim has been made that the juveniles carried out a terrorist attack. Mishra’s selection for the 2026 honour recognises the importance of intelligence-led intervention in cases where extremist influences emerge through digital platforms. It also draws attention to the responsibility of investigating agencies to distinguish suspicious online behaviour from established criminal involvement through evidence and due process. The recognition follows investigative steps that officials said were undertaken within the applicable legal framework and prescribed timelines. The officer’s professional record includes an earlier national honour for training excellence and the President’s Police Medal for Meritorious Service, awarded in January 2026.
