High Court order on Janmanch’s public interest litigation  
 
The Nagpur Bench of the Bombay High Court has directed the authorities to submit a time-bound action plan by March 9 to address problems arising from the construction of cement concrete roads in the city. The court expressed concern that several roads have become elevated which leading to waterlogging and inconvenience for residents. The order was passed by Justice Anil Kilor and Justice Raj Wakode while hearing a public interest litigation (PIL) filed by Janmanch. The petition highlighted that the increasing height of cement roads is causing rainwater to accumulate in many localities, creating hardship for citizens and raising safety concerns.
 
According to the petition, residents had raised alarms about the issue and shared photographs of affected roads with Janmanch. Based on these complaints, the organisation approached the High Court seeking intervention. The PIL has requested directions to the Nagpur Municipal Corporation and other concerned departments to inspect ongoing cement road works and ensure that essential infrastructure such as proper drainage systems, sewer lines, electrical cables, water recharge facilities and water supply arrangements are planned scientifically during construction. The High Court had earlier issued notices to the respondents in April 2025. During the latest hearing, the court asked the authorities to clearly spell out how and when they will resolve the problem. The matter will be reviewed after the authorities submit their time-bound plan.
