Beneficiaries of the Sanjay Gandhi Niradhar Yojana in the city have reported persistent delays in payments and discourteous behaviour by desk-level officials at the District Collectorate, raising concerns over the functioning of welfare delivery mechanisms. The scheme provides financial assistance to vulnerable groups, including destitute persons, senior citizens, widows and persons with disabilities. It covers initiatives such as the Shravan Bal Seva State Pension Scheme, the Indira Gandhi National Old Age Pension Scheme, the Indira Gandhi National Widow Pension Scheme and support for persons with disabilities.
 
Many beneficiaries stated that while senior officials respond positively and assure resolution of issues, the conduct of staff at the counters remains problematic. Long waiting hours, lack of guidance and rude interactions have been frequently reported, with senior citizens facing the greatest hardship. “I stood in the queue for hours, but when my turn came, the officer barely listened and returned my papers harshly,” said Shankar, a 72-year-old beneficiary. Another beneficiary, Meena, said, “My pension has been pending for three months. Each visit ends without any clear answer.” Several beneficiaries also complained about being asked to refill forms despite prior submissions. Officials reportedly cited missing records as the reason.
 
“They told me my documents were not traceable and asked me to submit everything again. It is very difficult at this age,” said Laxmi. In some cases, the experience has led to withdrawal from the process altogether. “I chose not to reapply after being told to fill the forms again. The treatment was humiliating,” said Sunita from Ajani. The grievances underline the need for improved administrative efficiency, accountability and a more sensitive approach at the operational level to ensure that welfare schemes reach intended beneficiaries without undue hardship.
