Post-scam Govt makes changes in Shalarth ID procedure

Government has made certain changes in the procedure by which Shalarth ID is created. Till now, the ID and password were given regarding Shalarth ID. In many cases, the officers concerned used to give those to their subordinates. These subordinates might have misused the ID and password. Now, in the new system, the One Time Password (OTP) has been introduced. When Pay Unit Superintendent (At present Nilesh Waghmare, allegedly considered as main accused) will create ID, the Deputy Director of Education will receive OTP. Through OTP, the officer could identify the teacher appointed and his or her real identity. In previous system, there was no OTP system. Secondly, all the documents related to such appointments should be received through E-office system. Of the hearings of 431 people of teaching and non-teaching staff held in Nagpur district, only five appointments were found valid.
 
It was found that the documents of due process needed to be followed while making an appointment were absent. It means these 426 appointments stand invalid. Though the hearing regarding total 632 cases is on the verge of completion, the report of 431 is ready. All these teachers and non-teaching staff were appointed in 2010, 2011, 2012, 2013, 2014, 2015. However, the report of the Deputy Director of Education’s office states that it appears that the first salary of all teachers started after 2019.
 
Some observations 
When the documents of teachers and non-teaching staff were verified, many things came to light. n The original certificate of personal approval is not available in the office of the District Primary Education Officer. n Original copy of the advertisement in the newspaper was not submitted. n Acknowledgement of the proposal for personal approval submitted to the District Primary Education Officer’s office was not submitted. n The original copy of the resolution of the institution and school committee is not available. n The appointment order in the original school and the report approved by the Principal are not available. n The entry (‘Awak’) and Exit (‘Jawak’) of the teachers’ files did not match. 
 
How Shalarth ID was to be made 
n The concerned institution management requests permission from the Education Officer to fill vacant posts or specific positions. n Once permission is granted, a formal advertisement is issued. n Subsequently, interviews are conducted, eligibility is verified, and a merit list/scoring matrix is prepared. n Before issuing appointment orders, the concerned institution management passes a resolution confirming that the prescribed procedure for filling vacant posts has been completed in strict accordance with the rules. n Thereafter, the appointment order is issued, bearing the signature of the institution’s Member Secretary or the Headmaster. This order stipulates a deadline of at least 7 days for the appointee to report for duty. n Following this, the proposal for the appointment is forwarded to the concerned Education Officer’s office for individual approval. n The Education Officer scrutinises the proposal and returns it to the institution. n Once such individual approval is received, the Headmaster of the concerned school submits a proposal—accompanied by a recommendation—to the Education Officer to have the name of the concerned teacher or non-teaching staff member included in the ‘Shalarth’ system. n The Education Officer forwards this proposal to the Deputy Director of Education for further verification. n A committee, chaired by the Deputy Director of Education, examines the recommendation proposal. n Once it is confirmed that there are no irregularities, the concerned teacher’s name is incorporated into the Shalarth ID system, and their initial details are entered. n Subsequently, this proposal is forwarded to the ‘Pay Unit’, where the Pay Superintendent grants approval. Thereafter, the concerned teacher’s name becomes visible within the Shalarth ID system, and their salary disbursement commences. n Once the ‘Shalarth ID drop’ (initial allocation) is released at the level of the Deputy Director of Education, it becomes available on the school’s login portal. From the school level, the remaining details of the teacher are entered, and the proposal is submitted to the Pay Unit office. Finally, based on the proposal submitted at school level, the Shalarth ID is officially generated and issued by the Pay Unit office.
