City needs good civic system

In an article under ‘Footloose in Nagpur’ in CityLine dated May 14, 2026 of ‘The Hitavada’ CityLine, Vijay Phanshikar, the Editor has invited keen attention of readers on Civic Aesthetics. The print media always reviews the work of local civic bodies to educate one and all to develop good systems where results are user-friendly with maximum attention to redress the public grievance. Actually speaking, the continuation of public grievance acts like bugs which eat up the system itself in the long run. A good IT project involves writing a software program, testing-demonstrating it and then handing over the product for the satisfactory operation. Any IT program carries bugs but it is taken care by the service provider to make it a foolproof system.
 
Nagpur Municipal Corporation (NMC) is a prominent civic service provider for Nagpur municipal area. The thinking of NMC to erect green-net canopies at various intersections of city roads reflects their goodwill gesture to the commuters. The NMC thinks it is a secondary nature of work which should not be debated seriously for its executional failure. Actually speaking, NMC is engrossed in many serious issues like replacing very old sewer systems in many parts of the city, property tax collection, removing road encroachment, creating a good network of hawkers’ zones, parking places etc. So very little scope remains for NMC to focus attention on green net coverage at road intersections. The main issue of NMC’s failure is not in its attitude but in the execution of projects.
 
The hired outsourced units deployed by NMC are never supervised by its team of officials resulting in frequent failures to fulfill the purpose. Raising green nets on shabby bamboo scaffoldings at city road intersections required the attention of the NMC supervisors. In case of NMC functioning once the civic programmes are written, the operational units are never supervised for removing the bugs. Unless, the testing and redressal part is also inherited, NMC will continue to draw attention for its chain of failures in providing proper civic amenities. Either NMC has to upgrade itself or the elected corporators should gear up and make concerted efforts to develop a good civic system which will take care of the civic needs of every Nagpurian.
