In one of the most sweeping administrative reshuffles in recent times, the Government has issued comprehensive transfer and posting orders affecting major top-tier bureaucratic portfolios. Under the newly issued directives, several senior-most bureaucrats have been handed vital additional portfolios alongside their current assignments. K C Gupta, a 1992-batch IAS officer currently serving as Additional Chief Secretary for the Cottage and Rural Industries Department, has been given the additional responsibility of Agriculture Production Commissioner for Madhya Pradesh. Concurrently, Aniruddha Mukerji, a 1993-batch officer who operates as Chairman of the Revenue Board in Gwalior and Additional Chief Secretary for Public Asset Management, will now additionally take charge as Additional Chief Secretary for the Environment Department, Environment Commissioner, and Director General of EPCO. Following these significant movements, Ashok Barnwal, a senior 1991-batch bureaucrat who was balancing an extensive cluster of portfolios, including Principal Secretary for Public Health and Medical Education, Food Safety, and temporary charges of Agriculture Production Commissioner and Environment, will stand relieved of his additional responsibilities in the agriculture and environment wings. In another high-profile transition, Gulshan Bamra, a 1997-batch officer currently working as Principal Secretary for the Tribal Affairs Department, has been designated to take on the additional charge of Principal Secretary for the Scheduled Caste Welfare Department. The restructuring introduces structural changes across core governmental secretariats, including major leadership shifts in the Jail and Revenue departments.
 
Mukesh Chand Gupta, a 1998-batch officer moving from his post as Secretary to the MP Human Rights Commission, steps in as the new Principal Secretary for the Jail Department while retaining his additional role at the Revenue Board in Gwalior. Following his takeover, Manish Singh, a 2009-batch officer handling Public Relations, Transport, and additional secretarial duties in the Jail Department, will be relieved specifically of his temporary responsibilities within the Jail portfolio. Concurrently, Dr E Ramesh Kumar, a 1999-batch bureaucrat, has been posted as Principal Secretary of the Revenue Department and will additionally handle the roles of Relief Commissioner and Rehabilitation Commissioner, Contd from Page 1 alongside keeping his core assignment as Principal Secretary for the Backward Classes and Minorities Welfare Department and Principal Secretary, Denotified, Nomadic and Semi-Nomadic Tribes Welfare Department (additional charge). Consequently, Vivek Kumar Porwal, a 2000-batch officer, transitions from the Revenue Department to assume charge as the Principal Secretary for the Mineral Resources Department. Meanwhile, Sanjeev Singh, a 2005-batch officer previously serving as the Bhopal Divisional Commissioner, moves to the secretariat as Secretary for the Sports and Youth Welfare Department. Upon his arrival, Manish Singh, a 1997-batch officer who was managing a dense portfolio across Technical Education, Skill Development, and Sports, will be relieved of his additional Sports and Youth Welfare responsibilities.
 
The administrative notification further alters the leadership line across secondary portfolios and specialised state boards. Manu Srivastava, a 1991-batch senior officer currently serving as Additional Chief Secretary for New and Renewable Energy, will be relieved of his additional responsibilities in that sector following the deployment of Amit Tomar, a 2009-batch officer. Tomar has been appointed as the Managing Director of Urja Vikas Nigam with additional charge as Commissioner for New and Renewable Energy. Furthermore, Arvind Kumar Dubey, a 2012-batch officer who was holding additional charges as Commissioner-cum-Joint Director for Horticulture and Food Processing, alongside Public Relations, stands relieved of his horticulture duties as Sourav Kumar Suman, a 2011-batch officer, moves in to assume the role of Additional Commissioner-cum-Joint Director for Horticulture and Food Processing. Among other secondary changes, Babu Singh Jamod, a 2006-batch officer, leaves his post as Rewa Divisional Commissioner to become Secretary for Urban Development and Housing, while Deepak Singh, a 2007-batch officer, assumes the role of Commissioner-cum-Registrar for Co-operative Societies. Alok Kumar Singh, a 2008-batch officer, takes over as Inspector General of Registration and Superintendent of Stamps in Bhopal. His contemporary, Satendra Singh, has been assigned as the Commissioner-cum-Joint Director for Backward Classes and Minorities Welfare, while also taking charge as Commissioner of Scheduled Caste Development.
 
Adding to these shifts, Sonia Meena, a 2013-batch officer previously serving as Deputy Secretary for the Finance Department, has been promoted and relocated as Commissioner-cum-Joint Director for Institutional Finance. The realignment heavily transforms field administrations, introducing new faces to divisional commissionerships and municipal operations. Karmaveer Sharma, a 2010-batch officer, steps in as the new Divisional Commissioner for the Bhopal Division, vacating his desk as Commissioner-cum-Director for Food, Civil Supplies, and Consumer Protection to Bhaskar Lakshakar, a fellow 2010-batch bureaucrat. Simultaneously, Dinesh Shrivastava, also from the 2010 batch, transfers to serve as the Additional Commissioner-cum-Joint Secretary for the MP State Election Commission, while Shilendra Singh has been sent to the field as the new Divisional Commissioner for the Rewa Division. In specialised welfare wings, Neha Marvya Singh, a 2011-batch officer, transfers from the Tribal Affairs Department to lead the Directorate of Tribal Area Regional Development Schemes along with managing MAPCET. Manoj Pushp (2011), from the same batch, becomes the Director of Public Health and Family Welfare, while Preeti Jain transitions to serve as the Joint Commissioner for Litigation and Co-ordination in Indore. For school education and budget desks, 2012-batch officers Rohit Singh, Harjika Singh, and Bharti Jatav Ogre take charge as Managing Director of the MP Textbook Corporation, Director of Budget, and Additional Secretary for School Education, respectively. Rounding out the extensive orders, 2013-batch officer Amanbir Singh Bains shifts to Treasury and Accounts, Kailash Wankhede transfers as Additional Secretary to the Energy Department, and Amar Bahadur Singh steps into the Tribal Affairs Department as Additional Secretary.
 
Pawan Kumar Jain moves to the secretariat as Deputy Secretary for the Co-operation Department, while Rani Batad, from the 2014 batch, shifts to the Labour Department as Deputy Secretary with additional welfare board charges. In a matching swap, Vinay Nigam, also from the 2014 batch, takes over as Chief Executive Officer for the State Rural Livelihoods Mission (SRLM) in Bhopal. Concluding the State order, 2016-batch officer Manjusha Vikrant Rai moves to the Animal Husbandry and Dairy Department as Deputy Secretary, Shaily Kanash, a 2019-batch officer, takes up the post of Divisional Secretary for the Board of Secondary Education in Indore, and Arvind Kumar Shah, from the 2021 batch, officially assumes charge as the new Chief Executive Officer for Ayushman Bharat in Bhopal. Pawan Kumar Jain, a 2013-batch IAS officer, has been brought into the state secretariat. Jain, who was previously serving as the Additional Commissioner (Revenue) for Sagar Division, has been officially posted as the Deputy Secretary for the Co-operation Department under the Government of Madhya Pradesh.
