Blow to NCP’s Prashant Pawar as UDD rejects appeal against NMC order

In a blow to Prashant Pawar, the spokesperson of Nationalist Congress Party (Ajit Pawar), the Urban Development Department (UDD) has upheld the notice issued by Nagpur Municipal Corporation (NMC) as to rejection of permission for construction in Kachipura. Pawar along with his partners Satish Saksena and Mangesh Surawar runs Vasavi Lawn on Central Bazar Road. Similarly, Pawar, when he was President of NCP, Nagpur City, had opened office of the party’s Nagpur City unit at the said place.
 
The UDD, after two days of hearing on Wednesday, issued the order that Pawar and two others have usurped the land that originally belonged to Maharashtra Government and subsequently leased to Dr Panjabrao Deshmukh Krushi Vidyapeeth. The officials of Dharampeth Zone of NMC had issued notices to Saksena, Pawar and Surawar about rejection of permission sought by them for construction on land in Khasara no. 104 to 209 of Mouza Lendra. Subsequently, they challenged the rejection in 2015 and got stay from Minister of State for UDD. The NMC, thereafter, appealed the matter and was heard by Additional Chief Secretary-1, UDD, Maharashtra Government, Aseem Gupta.
 
In the order, Additional Chief Secretary outlined the nature of appeal that was about permission for construction on Khasara 104 to 209 in Mouza Lendra, about which NMC had issued notice under the Maharashtra Regional Town Planning Rules, 1966, invoking powers under Section 53 on August 12, 2015. Satish Saksena applied for permission to carry out construction to NMC in the month of September 2015 that was rejected by NMC in October 2010. The three partners preferred an appeal aggrieved by NMC order. The then Minister of State, UDD, granted a temporary stay and sought detailed report from NMC. The hearing resumed on June 22, 2026, when Saksena, Pawar and Surawar submitted land ownership document to NMC and disputed civic body claim. NMC, on cross checking the land record, noted that the said land in Khasara no. 106 to 209 is earmarked in Government records for usage of South Central Zone Cultural Centre (W-24), for State Transport (W-22) and Parking (W-78). The Additional Chief Secretary took a note of NMC submission and upheld the contention of civic body and justified the decision to reject permission for carrying out construction on said land.
